So I'm making a new PC with high intelligence and low charisma...
So, arcane caster of some type would be my guess.
In which case, bide your time until you pick up Improved Familiar, choose one with good charisma and UMD. Bonus tip: If its INT score is an odd number, give it in INT headband (it will shrink down), and spend all the points on UMD (assuming it can be improved substantially).

Typically UMD starts coming in about level 7. Prior to this level, you don't have sufficient ranks in the skill to activate items reliably, and you don't have sufficient wealth to afford a pocketful of wands.
By level 7, you should have 7 ranks, +3 for class bonus, and whatever additional bonus you get from the appropriate statistic, be it charisma or intelligence. This should mean you're able to activate a wand with 50% or more reliability.
And as others have mentioned, getting an Int boost item with UMD ranks is a great investment. Further to this, I always carry a few cracked magenta prism ioun stones. They're 800 gp each and can grant a +2 competence bonus to any skill, including UMD. You might want to buy a few and keep them keyed to skills you commonly use. It's far cheaper than a Circlet of Persuasion at 4,500 gp and is only a +1 difference.
