Hi.
Im playing with a Witch, and I have a winter patron that gives me spells.
"At 2nd level, and every two levels thereafter, a witch’s patron adds new spells to a witch’s list of spells known. These spells are also automatically added to the list of spells stored by the familiar."
The Spells are:
Winter: 2nd—unshakable chill, 4th—resist energy (cold only), 6th—ice storm, 8th—wall of ice, 10th—cone of cold, 12th—freezing sphere 14th—control weather, 16th—polar ray, 18th—polar midnight.
My question is, at level 6, I learn Ice storm, It's a 4th circle magic and i only can cast 4th circle spells in level 7th... I really cant cast ice storm? well, why i have learned?
And to make it worse, i have taked winter witch prestige class, at first level of winter witch, she gains no caster level, rigth?
I will only be able to cast 4th level spells in level 8th??

Klorox is correct, if you get the spell at 6th level, then that makes it a 3rd level spell for you. Advantage of being a Winter patron. :)
As for the Prestige Class, yes you will have a 1 level delay on being able to cast spells but that means at 8th level you will get your 4th level spells, including Wall of Ice from your patron at 8th level because of Winter Witchcraft.

You don't get patron spells with prestige levels.
As Dragon Disciple is for Draconic Sorcerers, so is Winter Witch for... Winter Witch.

Downside with the winter witch is that there really aren't very many cold spells for the witch spell list in general. So even between the archetype and the prestige class, you really still only have a small handful of spells when compared to the sorcerer/wizard spell list.
The PrC however gives you some other tricks to play with cold and ice in addition to spells.

Biggest downside for me is that it makes you take the awful Hoarfrost major hex. Thematically, this hex is awesome. But con damage every minute makes it essentially useless. I hereby request an every round errata.

Hoarfrost (Su): The target is rimed with a shell of frost needles that slowly work their way into its flesh (Fortitude negates). The target turns pale and blue, and takes 1 point of Constitution damage per minute until it dies, saves (once per minute), or is cured. Break enchantment, dispel magic, remove curse, and similar spells end the effect. If the target saves, it is immune to this hex for 1 day. This is a cold effect.
Useless in combat. Pretty strong outside of combat, or via hit and run tactics. Pretty nasty way to kill things. Main drawback seems to be that you can't turn it off, once activated, so if an enemy becomes a friend during combat, they'll still freeze to death...

Not sure I'd have much call to hit someone with this outside of a combat situation. As you say, it's pretty nasty.
It would be an evil way to kill someone. That said, if you have an extra hour and you really don't want to fight some enemy that you know you have to kill, try tagging them with this and fleeing. If the DC is high enough, or the DM is just terrible at saves, could kill a dragon with this.
