Keep in mind, you really only need to be able to reliably hit a DC 15 in your ride skill.
At level 1, with 1 skill rank you will have a +4. With a dex of just 12 you will have a total of +5. Avoid armor with a high ACP. The first couple of levels it might be a bit difficult. If you were making an archer you wouldn't need to worry at all because between dex and class skill bonus you would have a high chance of always making it.
Personally, I don't think investing your race into the ride skill is wise.
I would maybe spend a feat on skill focus and then retrain it as I level up.

For using the Ride skill to control your mount, you don't need a huge amount.
For using Mounted Combat to negate hits to your mount, you want your Ride skill maxed to the extreme, because you need to be able to match other people's to-hit rolls.
Note that Ride is affected by armor check penalties, so in some cases you can (effectvely) increase your Ride skill by reducing or negating ACP. Not sure if any races have that ability, though.

Unless you want to use the Mounted Combat, Trick Riding, and/or Indomitable Mount feats to protect the mount.
Some non feat burning options;
Valiant Steed - This feat is taken by the mount and gives a morale bonus on ride checks.
There are about a dozen traits which grant a bonus to ride checks.
Equestrian Belt, Horsemaster's Saddle, Burrower's Bridle, and Turquoise Sphere Ioun Stone all grant a competence bonus to ride checks.

precisely this, if i am going to be using a riding mount, and often using the cover option, enemy archers and such will most likely attack my mount, i need to be able to negate those hits, as for ACP, I already have that reduced as much as possible for my level. With my current idea, i am at +14 ride at level 2 if i were to play it. Halfling riding a dire bat animal companion with a lance.
never heard of valiant steed, will look into that.
I also like the idea of reliably making swift mount/dismounts as the need arises.

It seems as if you're misunderstanding what the character trait Adopted actually does. It's a pretty common mistake since there's confusingly similar terminology being used with Racial Traits and Race Traits.
I'm thinking of using this answer as a copy-paste alternative for all the times this particular question about Adopted comes up. Please let me know if anything is confusing and what could be done to make it easier to understand.

And here's why.At character creation you pick:
*Ability scores
*Race
*Class
*Traits
Now all races have something called Racial Traits, like the human's "Bonus Feat" and "Skilled". You can replace your standard Racial Traits for Alternate Racial Traits. There is no limitation on how many Alternate Racial Traits you can take for your character, except that you will sooner or later run out of standard Racial Traits to trade.
Adopted is a Trait, which is not the same as a Racial Trait. You can normally only take two Traits, and only one Trait from one of the many categories there exists.
Types of Traits:
Campaign
Combat
Equipment
Faith
Magic
Race
Regional
Religion
Social
You were adopted and raised by someone not of your race, and raised in a society not your own.
Benefit: As a result, you picked up a race trait from your adoptive parents and society, and may immediately select a race trait from your adoptive parents' race.
Adopted is a Trait in the 'Social' category, which lets you take a Trait from the 'Race' category.
Adopted does not allow you to select a Racial Trait from your adopted parent's race.
