Do replay restrictions ever reset?
Not really.
DM's can earn stars for playing, and can (yaaay!) now reset them once per year by running some more games to recharge their stars. Other than that they don't reset.

Definitely more limited, and that makes it challenging to run a group and get everyone at the table if you've been around a while.
What exactly are Seasons, and how will they affect my players and I?
Seasons are the year that the scenarios were released. There's little if any effect on the players. As the DM it just means that season 4? and earlier scenarios won't have a four player adjustment to look for.
Different seasons have different themes (season 3: we need to win the ruby pheonix tournment season 4: lissala cult and the awakening runelord Season 5 Oh hell it's raining demons...)

And if there's no reset, what motivation is there for experienced players to join up alongside a new player? Seeds must be down for the forest to flourish, but who waters them?
I'm bad at analogies.
Usually that happens with newer scenarios, or the older player is filling in to make a legal table.

I've played and GMed lots of PFS games. Although I could replay eight games for credit by using up all the benefits I've accrued for GMing, I've never needed to replay.
Lucky you - I've used my replays almost as soon as they've become available, pretty much every time. I believe I've now replayed 6 scenarios (actually, 5, since I think I replayed Black Waters twice), and I'm now recharging again.

Mathematically it's difficult to run out of content. Nearly impossible for newer players.
Using myself as an example, I've been playing since the start of Season 4. I still have 34 scenarios/modules that I have yet to play (plus most of Season 8) and I still have 106 scenarios/modules that I have yet to GM (also not including Season 8).
I've GMed almost 300 tables, and only a few of those were for no credit. I've burned all but 2 of my Stars, and that's only because I'm saving up for a rerun of Eyes of the Ten.
I also exclusively start my characters on a diet of replayable Evergreen adventures.
So, I wouldn't worry about running out of content.

Are Chronicles lost with a character, or are they reusable?
Whether you DM or play, You take a chronicle sheet and save it, either in a folder, a 3 ring binder, or plastic sheet protectors in a binder or folder are pretty popular. Next chronicle you carry over everything from the previous chronicle. Hit 3 xp you level up. Once it's on a character it's stuck with that character permanently, and you can't replay (except as outlined above)

They're identical. You print off one copy for everyone and fill it out multiple times (or in standard practice, sign it and make the player fill it out). The only way you can tell the difference between a DM one and a player one is the DM signs their own.

My biggest recommendation is that once you've grown (if you're doing a public event) try to start running two different games each week: something for lower levels (1-2 or 1-5) and one at higher tier (levels 3-7, 5-9 or 7-11). This means that people will have two options to choose from for playing and people will see that they can continue to play their characters above level 5.

Maybe I am reading the rules on GM Star replay wrong, but I thought you could only use a star to replay any scenario or module once, so GM & play Standard, GM & play Core, Star replay once, for 5 times for credit, total.

I believe the limit was there from day one.
Campaign GMs who are recognized for their efforts by receiving GM stars (see page 37), may receive additional player or GM credit for a number of non-Tier 1 scenarios or sanctioned modules per GM star they have earned. For example, a three-star GM may select any three scenarios or sanctioned modules that she can then play or GM for credit one additional time each. For each of these adventures, she can thus earn a total of three Chronicle sheets, rather than the two normally allowed.

The wording has changed slightly in the Season 8 guide.
You can receive credit—a Chronicle sheet with the adventure's rewards—once for playing an adventure and once for running the same adventure as a GM, regardless of how many times you play or run that specific adventure. In certain circumstances, you may need to replay an adventure you have already completed. The following rules determine when replaying Roleplaying Guild adventures is legal, and what benefits you can gain from replaying.
Minimum Legal Table Size: You are permitted to replay an adventure in order to meet the minimum legal table size, with the following stipulations.
Rewards: You don't earn any rewards beyond having a good time. You should (in this instance only) receive a Chronicle sheet for the adventure, though the GM will denote that you earned no gp, Prestige Points, Fame, XP, boons, item access, or any other benefits or disadvantages otherwise normally awarded by a Chronicle sheet. You do not receive Downtime with which to attempt a Day Job check. This Chronicle sheet serves only as a placeholder to indicate the character participated in the adventure and provides a place to track consumables, purchases, and conditions acquired by playing the adventure. This is the only exception to not having two copies of the same Chronicle sheet assigned to one character.
Notify the GM: You must inform the GM that you have already played the adventure or run it as a GM. GMs are encouraged to be as flexible as possible when replaying an adventure is the only method to run a legal table, but a GM has the right to deny replaying an adventure to players if she feels uncomfortable running an adventure for players who have foreknowledge of the story.
No Spoilers: Spoiling plot points or using insider knowledge to affect game play is grounds for the GM to remove players from the table. You should be very careful about character knowledge versus player knowledge. If you are concerned about possible spoilers, take the GM aside and ask her how she would like to handle it.
GM Star Replay:
As a GM earns GM stars, she gains a limited ability to replay adventures (see Chapter 3: GM Basics). Note on the Chronicle sheet that you are using one of these limited replay opportunities (for example, “GM Star Replay #3”).
I can not find the wording that would prevent you from replaying something you have already replayed. Perhaps I haven't looked in the right place or this is another oversight as they rewrote the Season 8 guide?

Exactly, and I have already recharged my replay once, and am now working on the second recharges. Also, I have a feeling the replay wording has changed recently. I don't believe the older version mentioned only replaying a scenario once at all.
I'n working on my second recharge as well, since I used all my original replays and one recharged replay, in most cases because the adventure fit the flavor of a character particularly well.

The text regarding rules for GM Star Rewards is on p. 16 of the current Pathfinder Society Roleplaying Guild Guide:
All GMs receive the following rewards based on the number of GM stars that they have earned.
• A bonus number of free rerolls (see Rerolls on page 36) equal to the number of GM stars earned.
• The ability to replay one scenario once (see Replaying Adventures on page 7) per star earned.
• The ability to apply a special GM Star reward Chronicle to one character, available as a free download at paizo.com/pathfindersociety.
I'm not sure if it's an oversight in trying to pare down the text of the new PFSRGG or if it was an intentional change, but the current text does not include the old rule that a replay credit can only be applied once to a particular scenario. Actually, the current text could be read to say that you choose one scenario and you can then replay it once per star earned, and I'm sure that's not the intent. Hopefully, the pending revision will clarify this a bit.
