OK. Some suggestions which may be far off base.
Level 1 spells: Color Spray as main attack spell, Vanish for escape and utility, Heightened Awareness for more utility. Silent Image may be handy too or Hypnotism if you need to be very sneaky.
2: Glitterdust is now your main attack. Swap Color spray for something else at 5th level. Mirror Image is the best defence spell around, Suggestion is going to be useful to you if you get to use that Realistic Likeness at all, if you find you're in a lot of combat Blistering Invective may be useful as a backup attack spell, Greater Detect Magic if you're doing a lot of investigation, if neither pick something amusing. There are many of those on the mesmerist list.
3: By now you're getting into serious divergence of spell choice depending on what sort of game it is. You might find Scrying, Glibness, Seek Thoughts and Jester's Jaunt your best choices in a social setting, or Spite, Vampiric Touch, Terrible Remorse and Dispel Magic in dungeons. Maybe ask again when you know more?

(1) If you are kitsune, I would advise you to go Fey Sorcerer instead if you want to be at all "caster focused". You can use the Kitsune favored class bonus for sorcerer every level to pump out ridiculous DCs for compulsion spells. Also choose spell focus (enchantment) and greater spell focus (enchantment.) As far as spell choices, do almost anything you want, but make sure you choose a compulsion spell at each level. You don't really need more than one per level, and can choose random buffs for the other spells.
(2) If you want to be more martial focused, you might consider a halfling as well as a kitsune, although either will work. In this case, you could consider taking an archetype like enigma (at will invis). With a more martial character, you want to focus on more buff spells because you can't push DCs high enough. I found bust of adrenaline and burst of insight useful for saving throw buffs. False life doesn't hurt. Glitterdust never hurts. Mirror image and placebo effect are also good.

What level? I mean, at 1st level you want color spray as a ridiculously effective combat spell for you, but you'll be trading it out at 5th in all probability.
Also, what sort of campaign - how far along the 'dungeon crawl' - 'ultimate intrigue' line would it be?
I am going to run Jade Regent campaign.

I want to play a kitsune with nine tails. If I go mesmerist, I want to be a social character that can almost talk a king to do almost anything and dominate people with my spells. Or should I play a kitsune sorcerer/nine tailed scion/fey with an animal companion? And is it better to take the 1/6 level magical tail favored ability or the normal kitsune sorcerer favored ability?

First of all, you don't have enough spells to rely on them in every fight at level 1 with likely a grand total of 2 I strongly strongly advice against pumping all your ability scores and feats into casting at level 1.
Either invest in strength to 14 at the least and possibly take a long spear, so you can take some attacks if people decide to get up in your grill.
Or if you're more willing to divest consider going dex, which carries more long term rewards but also requires more investment, take Weapon finesse at level 1 and use the sword cane, your damage will be not be anything to write home about but at least you will hit.
I'm playing a Mesmerist in a campaign currently but my build is more martial than I expect you're looking for Swashbuckler 1/Mesmerist 5, however I maintain you don't have enough spells especially in the early game to rely on them exclusively.
Anyway for spell selection
Level 1
Color Spray - pretty much a win button at level 1
Vanish - so you don't die
Silent Image - pretty broad spectrum of use
Faeriy Fire - so those dodgy dodgers can't escape the big dumb, providing all the DPs and a shield for you fighter
Heightened Awareness - Don't take this early one, this spell doesn't provide enough for a character who relies offensively on spells in early levels, once you have 2nd and 3rd level spells you can afford to expend first level slots on things like these
Ill Omen - another spell to take at later levels to help your stronger spells stick.
Level 2
Mirror image - don't die ever!
Glitterdust - this is Color Spray now
Hold Person - has won me encounters but its a bit contentious
Inflict Pain - probably don't take this and hold person.
Instigate Psychic duel - the gap in power between a martial and a psychic caster in a psychic duel is hilariously massive however it can take a bloody long time and it would be just you slowly smashing the DM into the floor to take advisedly.
Suggestion - between this and your bluff check you can get some shit done
Level 3
Sphere of Invisiblity - depending on your group this might be laughably powerful
Jesters Jaunt - too much fun
Vampire touch - if you end up going martial this spell is can be used in quite a niche way.
Fear - nice aoe SoS but it relies on things being vulnerable to fear.
Confusion - single target SoS
Bestow Curse - Another single target SoS which has the advantage hypnotic stare grants but isn't mind effecting which is rare and powerful for a Mesmerist, sadly doesn't benefit from Spell Focus Enchanting which you likely have but still probably worth it.
Counter spell - probably shouldn't be your job, you don't have to Spells per day for it but it would be good if someone could do it.
