Need a villain idea!

Silver Crusade

Ok folks! I'm running a home brew, and need a main bad guy. Any of my Stones of Oblivion players.... move along.

So, my bad guy is touted as the Herald of Orcus. At full power, he's CR 20, but when encountered he will be like cr 14 or 15, due to certain binding magics (dampening templates, which I will need). Stripping the dampening templates away allow him to regain his powers, and add CR back.

I'm envisioning some sort of undead/demon type, with clerical casting levels. The special thing is that in its cr 20 form, it is immortal, and I need ideas on that as well. Perhaps, at cr 17 it begins to regain an ability to reform?

A lich of some sort would be good, somehow magically bound at first to keep him from destroying the party.

Perhaps instead of facing the REAL Herald of Orcus, they fight a simulacra of him, which does take into account a lower CR than the real thing would have.

The Exchange

Juju zombie template (Bestiary 2), applied to a nabasu demon (Bestiary 1). The nabasu is a ghoul-generator by nature, which is perfect for a herald of Orcus; its transformation into a juju zombie would presumably arrest its usual pattern of eventually 'maturing' and returning to the Abyss. Add nabasu Growth Points and/or Inquisitor levels to get him up to the CR you need.

A deific curse or something that imposes consecrate and magic circle against evil on him until he can rid himself of it would make for an interesting power limiter...

Although if you apply both Bloody Skeleton and Skeleton Warrior instead, you have a foe that can follow the classic horror and pulp-fiction concept of a villain that comes back over, and over, and over...

Based on what's been stated I'm seeing a creature that regent 7 times and must be killed that many times (1 kill per CR). In mythology, immortal creatures have 2 way they can be killed permanently. Maybe a 9 lives stealer that's been "redeemed" into a holy weapon? Just some thoughts.

Sorry typos. "regens" not regent. Also "1 way to be killed"

"There can be only one" Mythic feat. They gain a mythic level only by slaying a creature with that feat. Only being killed that way can they be stopped from regenerating. They can choose mythic qualities from their vanquished foe.

If a non mythic slays one, they can accept a mythic level and that feat, or they didn't really kill them.

As I recall, Orcus in unique in that he's both a Demon and Undead. So I wouldn't put undead templates on demonic servants - no stealing the big guy's schtick!

I think the 3.5 Ravenloft had something similar. You had to go on different quests, and each quest stripped a protection from the BBEG (DR, SR, AC, regen, save bonuses, etc.). Maybe do the reverse of that? 7 altars have to be defiled, each one grants a benefit to the BBEG. Or each defiled altar just gives it a +2 to Str, Dex, Con, Int, Wis, Cha, natural armor, SR, DR/-, etc.

Maybe make it a demon with "fake" undeath-like abilities, like healing from negative energy, protection from mind-affecting effects, immunity to poison, etc.etc.

could be trapped incorporeal at first. Interacts with PCs by possessing weaker monsters and slightly shapechanging the bodies to resemble it's normal form.

Maybe it can only possess corpses until it reaches full power. Corpses burn out over time due to being unable to hold it's power.

or Maybe try something similar to the Khymer from the Obsidian Apocalypse setting.
A living pool of demonic blood that posseses corpses while trying to regain it's physical form.

You can crosspost these 3 things on the bestiary wish list. It's over in Paizo products.

China Mieville's Kraken

has:
an evil entity tattooed on the back of a (relatively) innocent person. Maybe the demon is tattooed on an undead of some kind? Or the demon's blood was drunk by a vampire (almost typed campfire!)?

But Greylurker's ideas are probably a lot cooler. And, like Goth Guru said, should be crossposted to the wish list! :-D

EDIT:

I vote for incorporeal blood that possesses undead and slightly changes them to resemble its original form before burning them out.

Now I have a picture in my mind of a vampire drinking some demonic deity's blood, and a baby god demon bursting out of it's belly. :)

Three conflicting templates:
- eternal: always comes back unless template is removed
- drunk (infected with curse): always nauseated
- "young" (trapped at a smaller/weaker version of self): can be applied multiple times for extra weakness

Each time it removes a chain, it drops a young template (this gaining power): when all are gone it loses both drunk and eternal templates, but it gets something like the gigantean template, to compensate for the loss.

Nabasu is pretty solid, but a shadow demon possessing a mortal could also give the "the bad guy returns" feeling. A simulacrum is also solid.

An evil dragon became far too lax it's his ability to take on humanoid form, and through an accident of some kind he got stuck that way. He spends years working to regain his natural dragon form, and in his quest to regain this power makes many enemies. There is no doubt that he will eventually succeed, but when that happens he is certain to retaliate against these enemies and all others in his way in a terrible and most heinous manner. The PCs must hunt down those in his service and finally make their way to him and stop him from retaking his dragon form before he is able to lay waste to a nation.

you gotta thank LPJ for the Sentient Blood (which is a playable race BTW) I just added the idea of Demonic Sentient Blood for a fun twist.
