Hello.
I don´t have much time playing this game, and sometimes i have some dumb questions.
So i was reading the core rules book and i found a lot of interesting magic objects.
My question here is: can i buy them anytime i want?
For example: I found a "Mithral Full Plate of Speed" and it costs 26,500 gp, if i have enough gp, can i buy it just like that? or do i need to go to a special place or make an abilty roll?

You English is better than half the people that live in the good ole U S of A, so no worries.
As for your question it is really going to depend on the GM. Everyone runs it differently. Those prices are there for numerous reasons. 1st that way you know the approximate value of a magic item for comparison sake, such as knowing if you are on target for Wealth By Level (WBL). WBL is used to make sure a character is at the proper gear level and not over or under powered. 2nd that if you wanted to sell what you got in a dungeon crawl you have a base price to negotiate from with anyone who would like to buy it from you. 3rd that if you did happen to find it for sale in some sort of magic marketplace you could gage if the price is reasonable.
But, the most important part of your question is can you buy an item any time you want... You need to discuss this topic with your GM. How plentiful is magic in this world, are there magical store where merchandise is for sale and if magic is not for sale in magical Wal-Mart or Sears and Roebuck where can you find specific items you might be interested in procuring?

If you look at the Settlements section, there is also information on the expected buying ability for given areas.
For example, if you are in a town of 500 people, it is not expected that you would find a Mithril Full Plate of Speed. Even in a metropolis of 25,000+ people, that is probably still a rare item.
Of course, this all depends on the Gamemaster as well - they have the final say on what can and cannot be found. (As my players will tell you, I have a reputation for being very stingy that way!)

Different sizes of settlements have different base costs. Anything at or below the cost is available 75% of the time. Beyond that, settlements will have additional magic items randomly available based with slots based on the size of the settlement.
In your example, even the largest city won't commonly have a mithral full plate of speed available and it would require a large town or larger to have a chance that one would be for sale.
However, they are not terribly difficult to make, and many GMs will allow you to custom order one, even if it is not currently on the market. Mithral full plate (non-magic) costs 10,500 gp, so it is available in a metropolis 75% of the time. Someone with the craft arms and armor feat can make that into mithral full plate of speed with an additional 8000 gp and 16 days of work. Even if you have no one in your party with that feat, it is likely you could pay the full price (16,000 plus the armor) and get an NPC to enchant the armor for you, which would still take the 16 days.
You will want to talk with you GM on the availability of magic items and if you can commission specific items.

There's a couple sections here to answer your question on a rules-based standpoint.
Simply put, a GM determines what sort of area you're in, compares what sort of items may or may not be available based on price in that area, and can run it to where an area may have merchants who sell a certain amount of items, and the merchant may or may not have those items.
A GM could also instead run it to where, if you're looking to get an item specifically crafted, that you are in search of a spellcrafter who can imbue items with magical powers, and you commission said person to do the job for you.
But it ultimately depends on A. if you have the money, B. if you have the time (making increasingly powerful magic items takes a lot of time to do), C. if you (or the spellcrafter) have the knowledge and skill capabilities to both understand and identify the item, and D. GM FIAT (or in other words, the GM's rulings).

The simplest way to handle it is to just ask your GM "Can I buy this item where I am or can I find out anywhere I can travel to where I can buy the item."
Good communication with your GM is a good habit to get into, and if your GM is amenable to you having whatever it is, you won't need to worry as much about "where is it stocked" so much as "how much it costs."
Pathfinder is kind of balanced around easy availability of magic items for sale, so nothing that has a gold price listed should be much harder to get your hands on beyond "you have to travel to a bigger city."
