Looked at it. No.

Well, you could move, cast a quickened spell, and then move again. I don't think there is anything that would allow you to shot on the run a normally cast spell.

Lantern Lodge

Wand Dancer is probably as close as you get.

Mobile Spellcasting, from D&D 3.5?

I think that's what I had in mind. Just didn't remember it too well.

If you have a reliable means of flying, Flyby attack actually works for that as well.

It's called Wand Dancer, but it works with all spell trigger items, so you can use it with a staff as well. This would give you your full caster level and your stat to DC, being the closest thing you can get to casting.

Valet Familiars can move - deliver touch spell - move.

Why not use reach spell so you can just hit them from where you're standing?

If the spell calls for an attack roll, like a Ray Spell, doesn't Shot on the Run work with it?

No, shot on the run allows you to make a ranged attack as part of a full round action. A ranged attack spell is not an attack action, it is a standard action that grants a free action ranged attack. You can't use them together.

Play a spellcaster with a permanent fly speed and take Flyby attack.

Aasimar, Strix, Sorcerors of appropriate bloodlines, and possibly others.
