No. Skald's Raging Song does not grant the Rage class ability.
EDIT: Though you may qualify for the feats anyways while being affected by Skald's Raging Song. However, this line, I would say, excludes their use anyway: 'However, inspired rage does not allow the ally to activate abilities dependent on other rage class abilities, such as rage powers, blood casting, or bloodrager bloodlines; the ally must activate her own rage class ability in order to use these features.'

I'm not asking about qualifying for feats, I'm asking about using feats. For example, a Barbarian/Skald with Amplified Rage sharing the feat with an ally via a Ring of Tactical Precision. Does the Skald's Inspired Rage allow the ally to activate the feat?
Edit: Or a Bloodrager/Skald with Amplified Rage and a Valet familiar?

Neither the Ring user nor the Valet Familiar care about teamwork feat prerequisites, only the person sharing the feat needs to be able to qualify. To answer your question, a Half Orc Skald with Inspire Rage should more than qualify for Amplified Rage:
"If an ally has her own rage class ability (such as barbarian's rage, bloodrager's bloodrage, or skald's inspired rage)...,"
