Good question, I had a 94 local at the time of the Blind drop.
I would have to ask about the others but will add it to this thread when I can.
Also Cheatle has informed me that we have had between 15-20 T3 recipes drop between MS and the Ustilavs. We have yet to consistantly farm the Duegars and my best drop on the elemenatals was a Hunting Holding kit :/

I have got a few T3 salvage items and a couple of tokens (CON 19 to use) but no Spells or Recipes so far.

L20 Leatherworker (Conqueror's Hide) recipe from Ustilav.

This happened about 9 weeks ago, but I'm sure my Local was only at rank 7.

I've gotten some T3 spells and maneuvers too, as well as a few more T3 recipes. But can't remember all of them at the moment.

Avenger's Greatsword - Weaponsmith 20 (Aurora Silverstar)
Superior Cut Diamond +3 - Gemcutter 19 (Aurora Silverstar)
Strong Varnish +2 (Hoffman)
Magister's Quickening Staff - Artificer 20 (Auriga)
Magician's Charge Gem - Artificer or Iconographer (unsure which) 16 (Auriga)
Disruptor's Heavy Shield - Engineer 17 (Garric Orcsbane)

Not going to list all the T3 arcane spells we got - that was quite the load but I'm pretty sure my mage is only missing like two for a complete set now. I'm sure there were crazy spell drops all around.
