The short version is that it's coming from a book not known for its completeness, so ask your GM.
The long version is that, technically, it never says Swashbuckler level = Magus level. However, following that "technically" butchers an entire archetype for missing the exact same wording on the exact same ability, so a reasonable person would have a very, very hard time arguing that it's RAI. Given the way the book was edited even arguing that it's realistically RAW is difficult.

to gain access to arcane deed you first require to get flamboyant arcana, which by RAW lets your magus use deeds by switching panache with your arcane pool (Minus replenishing your pool like how a swashbuckler does it) Likewise it's likely the same rules apply for precise strike that the magus applies his level to damage but must have at least 1 point left in her arcane pool. Not specifically worded but I would allow it and find it reasonable considering there aren't that many deeds to select between for the arcana

The "at least one point left in the pool" is explicitly spelled out (via Flamboyant, but it is). What isn't spelled out is Magus level = Swashbuckler level for the purpose of the deed. This is also not spelled out for the Daring Champion. And probably a lot of other archetypes but I'd have to cross-check.

Technically, under the Hexcrafter archetype, magus level = witch level is only spelled out for the Hex Magus ability granted at level 4.
The Hex Arcana ability does not include this language, so by literal RAW none of these other Hex abilities would work either.
Or you could just play that any incredibly obvious and stupid result is just a wording error in the rules.

This is an important question to me, since it drastically effects a PFS Kensai build I have in the works. Any chance for a developer clarification on this issue?
If magus lvl-/-swashbuckler lvl, the whole arcana chain mostly goes to waste, at least IMO.
Your best chance comes in two forms.
1) get enough FAQs on this question to get an early answerOr
2) Wait for the Errata of the ACG and hope it's answered in there.
