Is it possible to make deals with intelligent magic items?
For instance a character freely relinquishes control during some downtime, allowing his magical item to use the character's body to visit brothels and do other physical stuff that the item is denied in the item form. And in return the Item would promise to not challenge the character's will in some other actions?

Maybe, but I'm highly doubtful a magical item without the *ahem* requisite anatomy would be interested in banal things like brothels.
Magic items are sentient beings, but that doesn't mean they're interest in any old thing. Now, if you agree to do a quest for it and actually do it, it might not fight you for control.
Of course, if you do something it doesn't like it can always go back on it's word.
There really no rules answer to making this happen except having a GM who wants to allow it to happen.
It otherwise boils down to the opposed check for control.
