I mean, hypothetically you could grind an axe to have the same blade geometry as like a cutlass or a scimitar, so it's more of a slashing weapon than a chopping weapon. The question is simply "why would you do that". Like there are thin, flat-cheeked axes in the world it's just that they're not good for most things you'd use an axe for (they're mostly for limbing tree trunks). You probably wouldn't want to use an axe like this as a weapon since the downside of this design is "it tends to stick in whatever you hit with it" which is generally a bad idea in melee combat.
An axelike thing that could be finesse would more closely resemble something like a billhook or a machete.

But is it arbitrary though?
Yes.
The game readibility and immersion is enhanced if the traits make some sort of sense.
Which isn't really here or there for the OP's request. Finesse already doesn't make a lot of sense outside of being an artificial construct to enable some specific RPG tropes, anyways, so why not.
Being a light quick weapon is what Finesse stands for.
So call it a Light Axe. We already have a Light Mace after all.

Frankly axes, hammers and maces are the few weapons I think shouldn't ever be finesse. Swords of all kinds though would realistically all be finesse, but that is neither here nor there. I wouldn't complain if they made a finesse axe, it's just not what I think is appropriate for that style of weapon

Well my build is with a Starknife and a Goblin Dogslicer (I am a goblin) but I found some super cool art of a goblin with a torch and a hatchet. (Small axe).
I use the Starknife to throw it, and my Dex is my primary stat, with a 16 in strength now (level 5). I use Twin-Takedown for melee attacking with my Dogslicer and Starknife.
I have +1 Striking Dogslicer with Ghost Touch and +1 Striking Starknife with Returning Runes.
It would just be cool to match my art with a hatchet.
