This issue has been coming up a lot in our sessions, so I was hoping to try and get a few clarifications:
1) Does a PC or NPC 'remember' the events that take place when they are charmed/dominated (we are basically curious to see if PCs or NPCs 'know' what they did while they were charmed/dominated, or if they simply have a very big memory gap)?
2) Does a PC or NPC 'know' that they are charmed/dominated (basically do they ever recognize that they are under the spell during the duration or after the effects of the spell wear off)?

1. Nothing in the spell description indicates there is a memory gap so any gap would be by GM fiat.
2. Dominate specifically gives a second save if you are commanded to do something you would not normally do. So I believe it is reasonable to assume that you know what is going on you are simply a prisoner in your own head.

Neither spell affects the memory, so they should remember everything they say and do. However, if they fail the save they don't it - they might remember the casting of the spell, but other than that they have to guess based on their behavior - Domination is rather obvious, but not everyone can know they have been charmed, and not just thought they "really liked" someone.

Charm person does not say anything about regrowing lost hair due to male pattern baldness.Charm person can work without regrowing lost hair due to male pattern baldness.
Therefore charm person does not regrow lost hair due to male pattern baldness.

Not unless they had some way of identifying the spell or its effects.
I suppose you could sense motive dc 25/20 yourself to see that something wasn't quite right.
Even then they probably think that Circe is a great person for using that spell so we could get to know each other better.

It works kinda like alcohol. If the target fails his saving throw he thinks the suggested course of action is a good idea and is compelled to follow it, when the spell wears off he realizes his judgement was clouded and is often regretful and may have consequences to deal with. Unlike alcohol however, it does not affect memory
As to whether a person knows theyre under the effects of a spell or not, typically no. However your allies can sometimes get a sense motive check at key moments. I don't remember the DC's, but I believe its determined by how well they know you. I think its a DC20 for party members unless one is a sibling, spouse, or other close relationship where as they might only have to beat a DC 15. Anyway success means they feel a possibilty that the targets been affected by a spell. Next step would be detect magic and concentrate for an aura. If the aura is enchantment its usually time to cast dispel magic, but if they want to be certain I believe identify will tell them for sure
Of course its most likely for this to be accidentally discovered while out adventuring. If the mage casts detect magic on a pile of treasure to see what's magical and the affected is within range then the mage will detect an aura
Only other way I can think of is for spell craft to be made when the spell is cast. In the case of suggestion or charm, if the target passed a spellcraft check you could allot them a +4 to the save. I wouldn't grant that bonus in the case of dominate though
