Originally for PFS but now for as an npc, I'm looking to create a halfing druid as a memorable character. Originally I wanted a panda but due to horrendous synergy decided to abandon the idea.
Essentially I want to create a druid that is hilarious first and strong second but finding a big problem with building anything that synergies well as a mounted build.
Has to be a druid legal mount
Asking for both mount options and build ideas.

Giant Slug. If it's high enough level NPC, consider the Mammoth Rider PrC and ask yourself if you're okay with a halfling, riding a huge-sized slug (since you're the GM and would have to add it manually to "your list of approved mounts.")

Use this as your mini. I use it for my Eidolon and it fits perfectly on the 10 foot square.

Another really cool animal to ride on is a giant turtle my players found once. I think it's either a Dire Snapping Turtle or something along those lines.

How about an Allosaurus? Reminds me of the old 3.5 setting, Eberron, and the Halflings there. Throw a cowboy hat on him, give the dinosaur some reins and have fun!
If he was a CE? Ranger, he may just be perfect.
I'm surprised that the dire platypus hasn't made the list yet.Though a Giant Snail would be interesting, especially if you mount a 'proper' sized crossbow/ballista on the shell, or carved a caravan into it.
Weren't there flail-snails at one point?
Oh and let's not forget that you can create water right?
So mount an octopus or shark in a wheeled bathtub and bring on the land kraken or your proto-bulette.

Good point about Allosaurus. A Halfling on a Dino that can pounce and grab is going to be memorable, if not "funny", both in and outside a battle.
Before lvl 7 though (that Allosaurus becomes Large) and after lvl 4 an Ape can be both more intimidating and strong.
If you want him to fly give him a Roc. Name him Tweety or something other ridiculous.
