My level 4 tiefling witch is wearing a Haramaki (+1) and has the Armor of the Pit feat (+2). When combat is predictable, I'll cast Mage Armor on myself (+4). What are other reasonable, affordable measures I can take to max my AC while keeping my spell failure chance at 0%? Would another kind of armor be preferable to a Haramaki? Options I already know of...
Ring of Protection (+1) - 2000 gp
Mithral Buckler (+1) - 1505 gp

why are you so concerned with AC on your witch?

I am not familiar with either the Haramaki or the Armor of the Pit feat. If they grant armor bonuses, they would not stack with mage armor. The biggest problem with mage armor is that it doesn't stack with other armor bonus granting effects.
What is your witch's use magic device rank? Scrolls or wands with dex or AC boosting spells are frequently cost-effective. Barkskin is nice, as is Cat's Grace.
It is fair to note that you have encountered one of the few witch weaknesses. Many spells that sorc/wizards use to deal with combat are not on the witch's list. What archetype, if any, does your witch have?
Also, are you dead set on not wearing armor? Witches can benefit more from armor than sorcerers or wizards since their hexes do not suffer spell failure impacts.

Armor of the Pit = natural armor
I want a high AC because of ranged enemies and because my tanks aren't always the best at protecting me. :P Also the range on hexes is relatively low. I would consider wearing armor with 5% spell failure chance, but no higher. So maybe mithral something-or-other?

Well, if you don't mind some advice, I think you are going about this the wrong way.
Instead of AC, think about going after things that instead give you a miss chance/concealment, like Potions of Blur, Smokesticks, cloud/fog spells, etc.

Reducing your opponent's to hit chance is also equivalent to having higher armor. A simple Evil Eye reduces to hit by -2 on lv4.
You might get disappointed with witch's buff list. It doesn't have many protections. Your best two protections at lower levels are False Life and Mage Armor, Extended if possible.

Using UMD to get access to better defensive spells is a great option. A wand of Shield is a very cheap way to get a +4 AC boost, but it isn't likely to be reliable at 4th level since the DC20 check could be tough to make.
Mostly Witches just need to stay out of harm's way or be ready to heal themselves. If you think something might attack you Slumber it. If that doesn't work hit it with Evil Eye. Using the Fly hex or other abilities to remain mobile is a good idea. If you get hit and hurt have some Cure spells ready to keep yourself alive.
