When you level up a wizard to cast a new level of spells, the book says
you get 2 new spells to add to your spell book. Do you also get one for
your school specialty?
My wizard leveled to 3 and is of the Evocation school and can cast 3 level
2 spells a day but that would put me one short for prepared spells unless
I double up one.

No, it's not. It in the magic chapter under "Adding spells to a wizard's spellbook".
Spells Gained at a New Level: Wizards perform a certain amount of spell research between adventures. Each time a character attains a new wizard level, he gains two spells of his choice to add to his spellbook. The two free spells must be of spell levels he can cast.
There used to be one more sentence stating that one of the spells must be of your school. That sentence was dropped with the last errata.

No. You get 2 spells, period. Whether or not one is from your specialty school is up to you.

Yup. Either you need to buy a scroll and scribe another spell into your spellbook, find/steal/borrow another wizard's book to scribe a new spell into your spellbook, wait until 4th-level when you get to pick another 2 spells or, as you said, simply memorize a spell twice to fill your slots.
