PCs typically can't get templates other than by their GM handing it to them in some way that GM is happy with (only a few templates include rules for how to get it, like the Lich template; most templates require the character to be born with it). If your GM doesn't want your PC to have a template (which is understandable), then there's really nothing you can do.
Perhaps your GM would be swayed if you come up with a really good reason for why your PC has the template. Even if the GM is swayed, and does grant the template, he/she would likely require your character to be at a lower level than the other PCs to compensate for the added power.

My gm said that if we can find a in game legal way to get it we can have it.
Well, the 3.5 version of the Dragon Disciple PrC gave the character the Half-Dragon template at the final class level. Perhaps you can convince your GM to use that version of the PrC instead of the Pathfinder version.
Alternately, even the Pathfinder version of that PrC (which is otherwise more useful than the 3.5 version) grants you some aspects of a dragon, and eventually the ability to take on dragon form (as by the form of the dragon spells).
I can't think of any other in-game ways to get a template, beyond using a wish or miracle spell.

Basically, there is no RAW way to acquire the template and everything is GM fiat territory. You might be able to convince him that you could use a wish or a miracle to convert two character levels into being a half dragon, but there is no written way that outlines how to acquire this template. That being said, you're DM shouldn't let you acquire a template unless he wants to allow everyone in the game to acquire a template as well. The perks you obtain from having a template are usually more useful than their CR increase would indicate (especially if a player gets to choose it).

If your GM is open to 3rd party material, there is an archetype for the dragon rider (I'd have to look up the name of the book it is in) to allow the dragon rider to give up its draconic mount in order to shapeshift into said dragon. Umbral isn't one of the options, but it wouldn't be hard to home brew.
