Do I go with anti-paladin, barbarian, or ranger with favored enemy: orc? What archetype should I take? Feats up to 8th level?
This is an eighth level human hell bent on the destruction of orcs and all traces of their culture. She will spare none, not even children, and has no compunctions about large scale destruction, such as chemical weapons, and does not care about non-orc collateral damage.

I like this. ranger 2 barb X could be considered to, due to the first combat style feat and an extra +1 to ref and fort.
Anti-paladin is a problem due to smite good.
Pure ranger is always a solid choice, but I'm biased towards rangers as they are my favorite class.
Inquisitor should be also considered: they fit the role and seems like a lot of fun to play.

Inquisitor or ranger sounds good. As for the ranger/barbarian, I do not play multiclass characters unless they are gestalts.

Ranger is something of a throwback to 1st edition days, when they got +1 damage/level against all the the 'giant class' humanoids. They're well equipped as a class to lead or participate in wars of extermination against the orc.
Here's some things to keep in mind---such wars aren't foreign to me either as a GM or as a player.
Orcs multiply really fast. The way to win wars against orcs is generational---you have to bite off areas of lebensraum and populate it with your allies so they can hold it. Most of the time, only the fringe of orc-dom that is near your borders will effectively fight you in an organized fashion, orcs who are a couple of days march from other orcs only will mostly raid internally. Occasionally a great war chief will crop up though, and you need to be ready to slap that down whenever it happens. Do that while slowly carrying out your pogram of orcish cleansing year by year and don't cleanse any faster than you can populate.

Ranger is by far the best way to go especially at 8th level. If he takes favored enemy orc at 1st and 5th then he will have +4 to hit and damage on every orc (I imagine half orcs count too). He gets favored terrains and can choose terrains common to orcs (or local orcs) to give him other bonuses. (note the skill bonuses for terrain and enemy stack).
He has full base attack bonus and can use a bow to decimate them at long ranges (the bonuses to perception can let him see them further than they can see him).
With a good str and a composite bow plus all the bow feats he could be awesome. if he gets caught in hand to hand he just needs a 2H weapon and power attack.
If you are focused on destroying one race the ranger is where it is at.

I have. Have you seen the racial AND trait bonuses they can score vs orcs? Just roll with it. Maybe some half orc kid called her "Her Royal Thickness" and she embarked on a campaign of orcish genocide.

While all the suggestions that are being proposed are good ones, I'd actually suggest an evil cleric with the nightmare and death domains is the way to go, when you're planning on conducting genocide. Nothing like being able to channel negative energy while being healed as you do so, raising your dead enemies as an army, and emitting a radius of confusion around you (while simultaneously being able to use a touch attack to remove people's immunity to the confusion).

Be a Dwarven Ranger Archer.
You will rockzor their boxxorz. Seriously. If all enemies you will encounter are of one type your way to go is Ranger.
Get Boon Companion with a Wolf and then use it as your mount/protector while you stack your favoured enemy and hatred enemy into the sky and slaughter everything in your path.
