Could the bracers give the wielder of a crossbow a competence bonus to attack and damage? the bracers specifically say they don't give proficiency to any crossbow ( i see the reasoning behind that as more of a case that every class already is proficient in the crossbow ), but the competence and damage bonus is given for any bow.

"The bracers empower the wearer to use any bow (not including crossbows) as if she were proficient in its use. If she already has proficiency with any type of bow, she gains a +2 competence bonus on attack rolls and a +1 competence bonus on damage rolls whenever using that type of bow."

I know its nit-picky. but crossbows are a type of archery too!
why be segregated against crossbows!

Well, the crafting section specifically states that the creator must be proficient with either longbow or shortbow. Given those facts and the text about *not including crossbows* I'd say that they wouldn't. Doesn't mean you couldn't create an identical item that allows for the same bonus with crossbows. I think the main reasoning behind this is that Archery with a 'bow' is different from the point and shoot style of a crossbow, magic that works with one simply wouldn't compute for the other. A separate item for the crossbow would be fair I think.

No, by RAW in context a Bow doesn't include Crossbows. There is no reasonable reason to believe the rules are to be interpreted with the second use of the word "Bow" to have a different meaning than the first.
