I apologize if this has been brought up before, but I recently made an halfling who has a Strength modifier of -2. Under Strength, it seems to imply that ALL melee weapons add in the Strength modifier, which the rules call the "Strength Bonus". First, my daggers only do 1D3, and I know the minimum damage I can do is 1, so should I even bother rolling for damage?
Second, my halfling is starting to take feats for two-weapon use, but under Double Slice, it says "Add your Strength bonus to damage rolls made with your off-hand weapon." and, "Normal: You normally add only half of your Strength modifier to damage rolls made with..." you get the picture. So does this mean if I DON'T take Double Slice, I only add in half of my Strengh modifier, so instead of a -2 penalty, its -1? And if I take Double-Slice, it becomes -2?

I'm not sure what class you are playing. If you are going fighter with the halfling, that's going to hurt. Blowing feats on TWF with minimum damage being delivered. If you are going rogue, would drop the TWF feats and go weapon finesse on daggers or whatever light weapon you want to use. That's also good for you because you can use throwing daggers at a range of 30' and still get SA.

You probably should. You could crit and criting doesn't multiply your penalties. Also when you apply sneak attack, the full penalty applies. So the total damage value would be different if you rolled a 1,2 or 3 on the die.

You always apply the entire strength penalty even to off hand attacks. (p179, under off-hand weapons). So regardless of if you have the double-slice feat you still suffer a -2.

If your strength modifier is negative, you get all of it. Double Slice isn't too useful to you.
I really hope that your halfling is a rogue.
My halfling is a Rogue. We use a very strict 3D6 method of rolling: Roll 3D6 in front of the group - keep stats where they land in order, i.e. if you rolled 9, 14, 15, 13, 16, 12, they would automatically be assigned to Strength 9, Dexterity 14, Constitution 15, Intelligence 13, Wisdom 16, and Charisma 12. When we make new characters, we are allowed to roll up 6-characters in this fashion, then choose the one we want to keep assuming the others died before reaching adult-hood - a true midevil theme. I find it extremely fun; when you fight monsters whose stats are geared towards stronger players, they tend to be challenging.
