RETH-Mog, I don't have the issue with me (slacking off at work), but IIRC there was a mistake in the stat block with the grapple modifier.
However, it's pretty easy to reverse engineer. The rhagodessa should have a grapple modifier of Base Atk + Strength modifier + size (I believe it's medium and if so this is 0) + special grapple bonus (should be described in the written text for its special abilities). Do the math and you should have it's correct grapple modifier.

I am looking at the stat block for this right now, and I can't see any specific mention of anything that would confer the extra +4 bonus.
So you can either run this creature with the normal +7 grapple modifier, or rule that its pedipalps, which are quite nasty with hooks and suckers, grant it the +4 bonus to grapple checks (which I did). The pedipalps grant this beastie a free bite attack with a +4 bonus while grappling so you could argue that the +4 bonus also applies to the grapple check.
Also, remember that even though improved grab only works on creatures at least one size category small than the attacker unless stated otherwise, the rhagodessa was supposed to be able to grapple medium creatures. So this thing is by far the deadliest creature in this adventure thus far for my group.

The rhagodessa does indeed have a +4 racial bonus on Grapple checks—a benefit of its highly specialized grabbers covered with suckers and hooks. That bit of info looks like it got left out of the stat block, unfortunately. In any event, yes, its' grapple check is correct. It's supposed to be a menace in melee, but against ranged attacks it's not so rough.

I was thinking along the same lines. I thought maybe the +4 applied to both grapple checks and the bite attack.
