As far as the other, well, the PCs are the heroes. Bad things happen when they are away.
Mine never figure it out, though know it is a woman. I have them two other blonde women to be suspicious of. They ruled one out. The Swan is now more or less guarding the county in their absence.
The way it is written, it sounds like Milon uses all sorts of forms. That is part of the bluff.
Of course my group has just moved from site to site killing anyone who does not run. They did not get Shadowlass and Estrella since they fled when seeing how big the party was.

I added the full council and gave each of them a persona based mission as something that they want out of the players. This gives them more to do, and as my group has 7 in it right now, man, I have to give them more to stop them charging straight though.
I made the whole council into Persona Phases so we can use the system. I have modified the possible missions as well.
What is funny, is that my group immediately charged off on the main encounters, having, of course, split up first. I dropped a player when the assassins came for Abrun. Good thing Abrun is a cleric. It was interesting to say the least.

So, I am going to have the grateful people who have returned to Jambis weave spidersilk armor for the group. The idea is they can always have some armor in social settings under their fine clothes.
So in book two, which is what we are on, one of my players is a half-elf. He took a version of disgraced noble and really wants nothing more in life but to study magic. Still, his mother, a Kyonian ambassador has thrust him into intrigue.
Unsure of what to do, he decided to dance with Dame Carrod (one of Titus cronies). I am a "go for it" sort of GM, so I asked him what he wanted to roll, and instead of Diplomacy, he decided to wow her with his arcane knowledge and pegged it. She is a magic user herself, and so I said with that roll she is interested. I tweaked her to be a half-elf as well, and raised her CHA because this could go somewhere. He did not make it back to his room that night. He was late to breakfast day two as well.
Now, he is moving her away from Titus. It is a hoot!
Another character, who is one of the two Tribunes of the party is a brawler and in no way good at the social stuff. He spent the Jubliee working on Sepsimia, while a more adept character worked on Dame Crabbe. I added a Fencing and Wrestling events to the Joust and he won the Wrestling, and gave his laurel to Sepsimia. Now they have cured her, that courting is going on.
One of two of the female characters may well end up with the Barron as well.

The Brawler tackled Stavian on front of the Senate. The Rouge fell flat in his face to have a guard crit for 33 pts damage. I rules the contingency kicked in and he only took 1d4. All this was clouded by a flare by the Hunter.

I have done this in a game, and the players unlock powers as they progress. I have the items mapped out. Much of what they can do is items that do things other itmes would do, but combined. So about the time they would pick up another item, they discover another power, or some such. And some items are easy to tweak.
I made a staff of healing with extra charges, and the ability to be recharged with 12 hours of direct sunlight (12 hours per charge). Not that big a jump.
Please know these are resource hogs, and macro intensive. However, they do everything! Linda and I have simply clicked on two of the tabs and saved as a PDF to post.

Other Planes of Existence, like Plane of Fire, Plane of Water, Nirvana, Astral Plane, etc. The gods live on the outer planes, so a cleric knowing about them makes sense.
Having done books 1 and 2, we really need a Ranger or Druid. Since I did a Ranger in my Current KM game, I don't want to do that, but would consider Druid over Bard is that is what the party needs. Never done a Drood before either!
