I think two criteria need to be met 1. One XP locked in before Aug 14th.
So, if you had someone that was a tiefling, but not yet earned the one XP before Aug 14, i.e. you were mid-game, it's not good enough. BUT if the XP is already locked in … and you have played him (but they did not say FINISHED, then I think you'd be good.) Its nit-picking, but you why can't you rebuild a current level one into any pre-aug 14th race. I would NOT post or ask about that though as once people started asking for exact answers about this and that, and anti-outsiders started complaining about people hoarding outsiders, that's when management added, "Must have PLAYED as an aasimar/tiefling before aug 14". So that people couldn't just rebuild all their level ones. Note, someone with GM credit just needs to sign off on their own sheet that they plan to make it an Aasimar/Tiefling. But they have to write that on the sheet before Aug 14th! :) With carbon-dateable ink. I am up for playing whatever … I will either continue this guy, or do a level one rebuild as an Aasimar … he's actually a level 2, never played, just has credits, so he's still buildable.
