The inhabitants know the station was there when everyone awoke but no idea who/what created it let alone who/what either caused or ended the memory Gap.
Therefore its quite feasible something along the lines of one/all of the WOTC's suggested Elder Evil campaign ending events occurred, causing an undefined-as-yet Cosmic Entity (Ao?) to create the station where Golorian formerly existed and stock it with mind-wiped individuals to reboot the timeline untainted by the horrific event.
Yes, Ao isn't Paizo IP, however WOTC's lore briefly mentions Ao which administers the Forgotten Realms setting is but one of many such Overgods so theoretically one could/should oversee the Pazio setting.

How much of a reduction do you think that would warrant on the item cost if any.
Its RAW - look under the chapter on Cursed Items(drawbacks and Requirements); IMO requiring the bloodline class feature would be a 30% deduction since its similar to requiring an alignment; -35% if its a specific bloodline, -50% if its descended from a specific member of the bloodline type.
While the others raise valid points, IMO the general reason cursed items exist is bc someone intentionally created the item to meet their specific need at the time. Ie: how many lodestones were created for slingers seeking unlimited ammo?
"Intelligence score of 1 or 2 (no creature with an Intelligence score of 3 or higher can be an animal)." - d20pfsrd, Animal Type
"Magical beasts are similar to animals but can have Intelligence scores higher than 2 (in which case the magical beast knows at least one language, but can’t necessarily speak)." - d20pfsrd Magical Beast Type
Basic question: wont increasing your companion's intelligence above 3 automatically change its Type from Animal to Magical Beast, thereby the ending the druid connection (and related benefits) for the duration of the intelligence increase?

"Damaging Magic Items
A magic item doesn’t need to make a saving throw unless it is unattended, it is specifically targeted by the effect, or its wielder rolls a natural 1 on his save. Magic items should always get a saving throw against spells that might deal damage to them—even against attacks from which a non-magical item would normally get no chance to save. Magic items use the same saving throw bonus for all saves, no matter what the type (Fortitude, Reflex, or Will). A magic item’s saving throw bonus equals 2 + 1/2 its caster level (rounded down). The only exceptions to this are intelligent magic items, which make Will saves based on their own Wisdom scores.
Magic items, unless otherwise noted, take damage as non-magical items of the same sort. A damaged magic item continues to function, but if it is destroyed, all its magical power is lost. Magic items that take damage in excess of half their total hit points, but not more than their total hit points, gain the Broken condition, and might not function properly (see the Appendix)."

The belt would save vs the acid damage
The Focus helps the caster -focus- their intention of accomplishing the desired effect. For Divine casters, this is typically their Deity's sigil which would be equivalent to the Arcane caster's personal mark/sigil.
No bc the item states it only works with MELEE weapons and the unarmed strike is classified as a "simple unarmed weapon" per RAW.
https://www.d20pfsrd.com/equipment/weapons/
RAI/IMO would allow it since "Unarmed" should be a melee-weapon-subset, not its own classification.
Depends on your table.
""A familiar is an animal chosen by a spellcaster to aid him in his study of magic. It retains the appearance, Hit Dice, base attack bonus, base save bonuses, skills, and feats of the normal animal it once was, but is now a magical beast for the purpose of effects that depend on its type..."
The exact sentence is alluding me, however creatures with Int 3+ (such as magical beasts) advance by their choice of increasing their hp, adding a template, or adding a class level each time they level - so while the familiar section defaults to increasing their hp when their master levels, they could forego those for either a template or a class level instead.
Paizo agreed/set precedence at least twice:
Shackled City.Thirteen Cages (Dungeon #114, p84) Xarthyx is a quasit sorcerer 11.
Wrath of the Righteous(Areelu Vorlesh's familiar is a quasit rogue 2/assassin 10/trickster 4).
Hopefully nothing.
Obviously Paizo will focus on V2 going forward, but hopefully will learn from WOTC's mistakes and continue supporting their loyal PF1 fanbase via the forums/reprints rather than intentionally lose sales to the various pirate sites.
Ideally they'll assist with version conversions although I know that's too much to hope for.
However IF the forums do vanish/lock, it simply means the existing fanbase relocates to Enworld/similar to continue our discussions without the company; costing Paizo.com visitors/eyeballs - and potential sales.
The spell description is unclear when it comes to Clerics whose alignment doesnt match their Deity's, so it becomes RAI/HR. Personally, I suggest it reflect the Deity's alignment - which in this instance would Abadar's LN.

Selling items: remember RAW presumes its -used- equipment found in a dungeon; often broken and/or rusty. Using Mending, Prestidigitation to restore New/Mint condition clearly warrants selling for comparable pricing. Most stores desire a 10% profit margin so your GM should be willing to accept a 90% base sale price before applying Diplomacy(negotiation).
Learn Craft Wondrous Items.
- Spellbook: add Presidigition, Mending to keep it pristine. Add elemental resistances as can.
- Rag of Mending: Start a repair service whenever in town.
- Spoon of Prestidigitation: never have a bland meal/drink again, at your preferred temperature. Add Create Food-n-Water when can to avoid relying on rations, water. Hole it for a necklace/caliber until can have it Cursed to avoid losing.
- Crafting allows others help so hire a cleric to cast CLW and create an auto-resetting magical rug of healing.
Learn Bestow Curse and read the chapter on Cursed Items.
- Use the limitations to lower your manufacturing costs.
- ALWAYS Curse your spellbook to automatically return per Loadstone
- ALWAYS Curse your spoon to automatically return per Loadstone.

Easy enuf.
RAW allows assistance during the crafting process so easiest way to enlist the aid of a druid - Wildshape accordingly and set the desired "word". Afterward creation, they can likewise Wildshape to demonstrate the items usage.
As far as it comprehending, reference any training video. Considering the wide range of "tricks" even domestic animals are capable of learning (many even self-taught) very complex behaviors, I can easily see them learning what a particular item does and how.
Ie: my oldest beagle repeatedly watched my open the bedroom door and not only self-taught itself to correctly operate it (stand up and put a paw to each side of the round thing, push up one while pulling down with the other and lean forward: freedom! Annoyingly, it taught the younger sibling and within a few weeks only -keyed- knobs were off-bounds. smh. THREE generations later it seems normal (this IS normal, right?).
Worse, they figured out how to open the refrigerator. Fortunately they wouldn't open things, just bring wanted stuff into the bed for permission/assistance ... lunch meat and butter sticks were favorites (no idea why butter).
Something else being overlooked is having the Nonlethal Reach from Improved Unarmed Attack means it can be sneak ahead to knocked out the guard without incurring an AOO.
Also dont overlook equipping it, especially if the party has a Crafter. custom nose-ring/similar for mage armor to increase its Ac with an added Enlarged/Reduction on cmd to resize as needed, +int boost; etc. start where needed most and add-to as can.
Additionally, consider a 1-level Wizard dip and converting the eel to a Familiar: auto-intelligence boost, better scouting ability, etc. Being redefined as a Magical Beast means it can trade a subsequent Hp increase for a template or Class level; Brawler1 or Monk1 gets it the Improved Unarmed Attack free, but more importantly makes its entire -body- a considered a "manufactured weapon" which can then be enchanted per RAW overcoming the body slot limitations. Later adding Aerial Template not only makes it useful out of water but effectively gives the ranger a flying mount.

Since RAW states (as others mentioned your familiar uses the better of its own ranks or Masters for ALL skills either knows, clearly it would be able to comprehensively both speak and read Common; esp since it has been trained in linguistics. (confirmed at www.pfsrd.com\linguistics).
As far as retreiving books, turning pages and writing, the easiest solution would be for the mage to cast-n-share prestidigation - for even the heftest pen falls well within its 1 pound limitation and the act of writing seems simplistic relative to the stated examples.
I reccommend you buy/craft a simple leather band with it asap so your bird can easily overcome its avian limitations to apply its increasing Intelligence and rationalize its ability to Aid Another with your various skill ranks in almost any endeavor.
free peice of scrap masterwork quality leather from some other project
900 Prestidigation, Command word activated (zero level (.5) x caster level 1 x 1,800)
450 misc raw materials (1/2 base price)

Problem
:: How to make the most of a Toad familiar? It's slow, oh so slow and the damned thing can't even swim! Or breath underwater! How strange..
State of Play
-- It's got an insane stealth check
-- It's very very slow
-- It has scent (Does this benefit the owner?)
Dont have my books at hand, but IRC PF Familiars still gain Int as their owner levels meaning the familiar automatically Awakens at level ?? when their Int rises above 3. The often overlooked benefit is once intelligent, there is nothing in RAW preventing the familiar from selecting a Class!
Ergo Mr.K could become a rogue to further increase his insane stealth, enhancing his touch spell attacks via the weapon focus chain and sneak attack?
Alternately why wouldnt he mentor under his master to become a mage in his own right? Its unspecified in RAW but presumably the "share spells" feature is bi-directional, freeing the mentor to focus on combat while his familiar handles the low-level buffs.
