Unfortunately for the party, the woman is not stuck to the ground and she also shakes off the fatigue.
However the tanglefoot arrow shot alarms the nearby crowd. They start moving away from the area. The woman takes advantage of this and moves with the crowd.
Rolling Initiatives:
Aya Eman: 1d20 - 2 ⇒ (20) - 2 = 18
Bjk, Animal companion of Aya Eman: 1d20 + 5 ⇒ (14) + 5 = 19
Yukari: 1d20 + 4 ⇒ (12) + 4 = 16
Kageryu: 1d20 + 5 ⇒ (15) + 5 = 20
Kroissando: 1d20 + 2 ⇒ (16) + 2 = 18
Saturn: 1d20 ⇒ 16
Rosla: 1d20 + 5 ⇒ (18) + 5 = 23
Goldtooth: 1d20 + 4 ⇒ (18) + 4 = 22
Foxglove: 1d20 + 2 ⇒ (5) + 2 = 7
??: 1d20 + 2 ⇒ (14) + 2 = 16
Rosla is up first followed by Goldtooth.

I do not see a separate icon, so I assume Goldtooth is still in the square marked with the letter G.
Also, she still is entangled for 7 rounds. Therefore, she cannot get away as quickly as she might want:
Entangled: The character is ensnared. Being entangled impedes movement, but does not entirely prevent it unless the bonds are anchored to an immobile object or tethered by an opposing force. An entangled creature moves at half speed, cannot run or charge, and takes a –2 penalty on all attack rolls and a –4 penalty to Dexterity. An entangled character who attempts to cast a spell must make a concentration check (DC 15 + spell level) or lose the spell.
Oh no, you don't.
While stealthily moving up behind the entangled woman, Rosla draws her sap and tries to knock her out with it.
Sap: 1d20 + 7 ⇒ (6) + 7 = 13 vs. FF?
Bludgeoning non-lethal: 1d6 ⇒ 2
Sneak Attack non-lethal: 1d6 ⇒ 6 if applicable
Also, a possible Dex penalty (if the entangled condition brings her Dex score below 10) to AC still applies.

I better get those icons up
Rosla does does manage to strike the woman (-8NL) but not enough to knock her out. She turns on Rosla and tries to stab her with an envenomed short sword.
ss: 1d20 + 8 ⇒ (4) + 8 = 12 piercing: 1d6 + 2 ⇒ (1) + 2 = 3 + DC 18 fort.
Kageryu, Bjk, Aya, Kroissando and Yukari are up before ??

@GM: I happened to be here when you were updating the map. From the last view it looks like Kageryu has a straight path? If so:
Kageryu follows Rosla as she strikes the woman he spotted earlier. He pursues while drawing his black blade and swings with the flat of the blade.
Taking the -4 penalty for nonlethal damage.
Black Blade: 1d20 + 11 - 4 ⇒ (18) + 11 - 4 = 251d6 + 7 ⇒ (4) + 7 = 11

Kageryu got a crit threat with scimitar, might wanna resolve that first?
Thanks for catching that. For some reason I thought he was still using a short sword (19-20/x2).
Black Blade: 1d20 + 11 - 4 ⇒ (14) + 11 - 4 = 211d6 + 7 ⇒ (6) + 7 = 13

Kargeryu hits her .... hard (-32NL). She decides to surrender. Meanwhile Lady Auralina Qualstair pops a blondberry into her mouth. Fortunately they didn't get poisoned so she's safe. Goldtooth offers to lay her “cards on the table” about Madreki Gael’s plot, provided you promise to be merciful.
The mercenaries she hired to cover her retreat melt into the crowd.

"A wise decision. We would love to hear about this plot."

She tells you she was hired by Madreki Gael to assassinate Lady Qualstair in order to destabilize international trade and perhaps even reignite a cold war ((Remember Qualstair was the lady who wanted a pseudodragon egg omelet for breakfast)). She was also suppose to set things up to blame Qadira for the murder which is why she was using Dust of Illusion ((mask powder)) to look Qadiran. The upshot was that witnesses, connecting the fast acting poison with the conspicuous Qadiran in the crowd, will interpret Qualstair’s death as an act of war by Taldor’s ancient enemies.
Lady Qualstair makes a public show of thanks, rewarding you with a gold tiara with black pearls worth 1000 gp.
Goldtooth knows little of Gael’s current whereabouts—their last rendezvous was over a month ago in Kaer Maga—and she does not know the names of the Sczarni black marketeers who equipped her with poisons.
Foxglove recommends turning her over to the Korvosan authorities. Goldtooth laughs and boasts, “I already dodged their dungeons once. My luck will hold.”

If Foxglove recommends it I guess we go with the recommendation?

Rosla is indifferent to either option.

Since Outpost has finished, I have reported this game.
Foxglove asks Goldtooth why the Yellow Prophet frightened her during their initial reading. Goldtooth laughs off Foxglove’s fears, declaring, “Dark fates and prophecies. All just part of the game.”

Because you saved Lady Qualstair, Zeeva Foxglove performs a harrowing for them. This harrowing proves to be particularly auspicious—each of you earn the Fortune’s Return boon on your Chronicle sheet. Rach player needs to cross off two of the entries from below the boon.
You also succeeded in both your Primary and Secondary Success conditions
This marks the end of the adventure. Thank you for playing. Will hopefully get Chronicles done tomorrow.

Ah okay that was a quick end! Thank you very much for running!

It was - thanks to the turn order and a well placed crit
One of the PFS1 tables I ran for Outpost IX had something similar. All of the PCs beat the big bad on initiative and pounded it before it could go lol. And it's first scripted action under tactics didn't do anything so they had a 2nd round to finish it off.

"One thing I still don't understand," Interjects Saturn, looking over his Harrow card with a dubious expression. "What was to be the meaning of these...?"
The chains to his ominous silver icon jingle lightly in his hand as he fiddles with it, and looks into the darkening sky....
'Oh, a thing or two more," he adds, almost-literally pivoting in the direction of Zeeva Foxglove. "Before you'd left the threshold ajar on the matter of sharing our common Arts - well I know the preciousness of time, but perhaps you have enough for that now? Might I add that I know a rich Archive of Dark secrets which might be quite worth and worthy of your investment. Just to give you some idea of its wonders...."

Maybe the conditions for your card did not come up. Or it did and you just didn't notice. Harrow cards work in mysterious and subtle ways.
Oh. That is indeed most interesting. Do tell me more ...
