Parts of both scenarios are true. The people working in the kitchen are military. They are working on both prisoner food and military food. However, this is your chance to overpower the cooks somehow and change the food. Except for the prisoner food.

The greekfire flames protect innocents/Parker/allies by keeping a barrier of flames between them and threats to them, shifting around to allow the innocents/allies to move freely without the flames touching them, thus not burning them; flames surround enemies/threats to try to 'hold' them in place but do not burn them, though the flames burn enemies/threats that move through the flames.

Parker picks up the indicated tray containing the prisoners' food, and asks the one who pointed it out, "Should I warm up their food first?" just before he envelops the air within 15 feet of him to fill with a 30-foot diameter hemisphere, so it does not touch any of the surfaces of the kitchen nor his teammates, then quickly moves (he was and still is fully incorporeal) to fill the entire kitchen if needed with additional green flames (with 2 ranks of extended duration, that makes it a minimum of 3 combat rounds of all the members of our team being hidden to the military and each of the miltary personnel in the kitchen getting burned by the flames if they move even an inch.) The military personnel are each completely surrounded by the flames, aside for their torsos, which allows Parker and ther rest of the heroes to clearly see the locations of friend and foe within the kitchen.

The members of our team know that Parker's flames will move out of the way for them, like they did in Gotham City.

Right. Looks like you're going the blunderbuss route.
Depends on how quickly and quietly we take out the military personnel in the kitchen. So far unless someone else comes near the kitchen they will not know there is green fire there, as the flames do not make any significant noise themselves, so 'blunderbuss' noise has not occurred....yet.

We are using fluid initiative. So far you may all post your actions. I will resolve the military's action after you all post. This is faster than waiting one one person to post because he has a higher initiative. However, we are going to use the initiative results.
