He strides purposely towards the goblins, slams his hands on the table and glares sternly, his voice oddly low and menacing. "That's quite enough of that. Did you honestly think Queen Annastasia incapable of dealing with common bandits? Release that man at once and perhaps you can avoid serious consequences." He looks around at the stolen goods. "And pack these items back up while your at it."

You find that the exhausted and injured prisoner chained to the wall in the corner of the room. He's weak but stable.
"You have my thanks. I am Mikoceer. My brother, Pytrdir, and I joined Foroxicks’s crew, hoping to earn some quick gold. Unhappy with Foroxicks’s cruel leadership style, Pytrdir foolishly challenged the warg for control of the bandit operation. Foroxicks quickly and violently beat us both when I came to my brother’s aid during the fight. Days later, I awoke chained to the wall in this room, unaware of his brother’s fate. I can't accompany you upstairs but I would request that you locate my brother. I would rather pay for my crimes than stay on Foroxicks’s crew."
You also find a key sitting on the table. Near Mikoceer is a flight of stairs leading up.

You head upstairs.
The sound of rattling doors and howling wind accompanies a frigid breeze blowing in through the open door to the east. Rusty manacles embedded along each wall clank like foreboding wind chimes with each gust.
Threadbare tapestries are spread over the frost-covered walls and floor, highlighting the neglect of this once austere chamber. The tapestries contain discolored crests of ancient noble houses of Irrisen. Along the southern wall, a raised dais holds an ornately carved desk, stacks of paper and cracked leather journals spread along its top. The dais is 5 feet tall.
