We’ll say about an hour has gone by since Heroic Invocation was cast so it’s still active…
Marta detects mostly good coming from those prisoners above in the gibbets; but she also detects evil from within the mists lying to the west of the chamber. Flint detects a huge creature in the same direction, about the time a great golden head emerges from the mists…
…and a dragon’s head to boot! More of the gold dragon’s body follows as it peers at you, saying, ”My, my…visitors. Are you here to see my mistress? I’m sure she is most interested in seeing you…”
Marta does a double take in seeing a gold dragon that detects as evil…

"Ah dragons... always horny, and thus, corruptible. But really, for a demon? come now, don't tell me there's a shortage of princesses on Golarion! is the point of you golds shapeshifting into humans or elves not to satisfy your thirst for statecraft, politicking and careful - or not so careful - bloodline pruning? I fear that one such as you cannot truly and fully stretch the limit of his intellect on... the moon... and... as a JAILOR... .... ......." says Theodric with a smirk and what seems to be open disdain towards the dragon's self-limiting career choice.
Oh, and how big is that golden retriever puppy, if I may? :P :)

"Yes, please tell me how it is you came to be aligned with your mistress. Oh, and tell me about your mistress. Theodric, be nice, at least for now."
Marta has an intense look, like she could just eat that dragon up, figuratively.
"Ragathiel," she says, pointing at the emblem she has on her cloak after swirling it into view, "is big on conversion, you know, having once been on the same side as you now find yourself."

The dragon gives an awkward sneer, flitting its wing’s unnaturally, hissing, ”Ragathiel is a fool…and he will be dealt with,” he says, in a voice that doesn’t quite match up to the majesty of a gold dragon…

Marta laughs derisively.
"Others have said so as well. So, is this mind control then?
Did you capture the dragon, as you did the others in the previous rooms, and subject it to repeated attempts at control until it succumbed? Seems rather unfair to me. Well, since you have not breathed all over us yet, there must be something you wanted to tell us? Out with it."
Since whoever runs the place seems to have a thing for capturing powerful creatures and having her way with them, Marta is on the lookout for a trap.
Unfortunately it would be trivial to trick a group into a room with a permanent anti-magic on it and seal them in it. Thankfully, Pathfinder writers are never so rude.

@Agata - Caster Level checks are not impacted by the planar penalty as they are not ability score based and you are right that buffs like Heroism would not apply here. So your total of 30 looks good to me. :)

Zaarah is quite intrigued by a possessed dragon.
“We think that the creature has to cool down!!“ Zaarah says.
She concentrates and suddenly a storm of ice and freezing wind envelops the dragon!
dragon takes 3d8 points of cold damage Fortitude DC 25 half : 3d8 ⇒ (6, 8, 2) = 16 .
If the target fails its save, it is paralyzed and unconscious but does not need to eat or breathe while the ice lasts. The ice has 20 hit points; destroying the ice frees the creature, which is staggered for 1d4 rounds after being released. Whether or not the target’s saving throw is successful, it cannot be the target of this hex again for 1 day.
FAQ
What is the range of ice tomb hex? Can it affect objects? Does the target need to drink? Can it affect a cold-immune creature? If the target succeeds at its save, is it still imprisoned? How long does it last?
Like most major hexes, the range is 60 feet.
In the second printing of PRG:UM, the text says, “A storm of ice and freezing wind envelops the creature…,” so it only affects creatures, not objects.
The target doesn’t need to eat, breathe, or drink.
The general assumption for effects is if the creature negates the damage from the effect, the creature isn’t subject to additional effects from that attack (such as DR negating the damage from a poisoned weapon, which means the creature isn’t subject to the poison). Therefore, a cold-immune creature takes no damage from the hex and can’t be imprisoned by it.
A target that succeeds at its save takes half damage and is not imprisoned.
Under temperate conditions, the ice lasts 1 minute per witch level. In tropical environments it might only last half as long. In cold environments where ice and snow persist without melting, it might last indefinitely.

Zaarah is quite intrigued by a possessed dragon.
Looks like the GM ninjaed you by a few minutes. The dragon is no longer possessed. Agata successfully shooed it out of her. Her voice changed and she slumped. Freezing her would be counter productive so would you like to change that action?
