I don't think so since you would need to use the "cast a spell" activity which you only get as a spellcaster. (Focus spells don't count)

I'm trying to think of how to present the choice of me trying to heal at DC 15 or 20.
I can try to heal you some but might fail or heal you a lot but have a 50/50 chance off failing.

For scrolls and wands, you need a spell list.
Champions DO get the casting skill and it actually improves through the levels.
A caster dedication gets you access to a spell list.

Champion
no mention of "cast a spell" activity
Casting a Spell from a Scroll
"Casting a Spell from a scroll requires holding the scroll in one hand and activating it with a Cast a Spell activity using the normal number of actions for that spell."

You could try saying something like, you can bandage it up or sew it up?
Or tell them they have to sit really still to get the burned area cleaned up or you can slap a poultice on it?Or present it as an "experimental treatment"?

Non-Spellcasters with Focus Spells

If you get focus spells from a class or other source that doesn’t grant spellcasting ability (for example, if you’re a monk with the Ki Strike feat), the ability that gives you focus spells also provides your proficiency rank for spell attack rolls and spell DCs, as well as the magical tradition of your focus spells. You gain the ability to Cast a Spell and use any spellcasting actions necessary to cast your focus spells (see below). However, you don’t qualify for feats and other rules that require you to be a spellcaster.
It's just not as useful if you don't pick up a dedication.
It is really good for casting innate spells though.
