Not a swarm, just a handful of individual cat-sized bugs.

As the conjuration matrix collapses, ozone wafts across the room carried by the faintest gust of an eternal storm. Entering the room on the wake of the gust is a Medium Air Elemental.
Val issues commands in Auran, carefully directing the simple creature.
Did these bugs have reach? If they didn't it will fly into Busta, Setare, Roldala, and Cervantes's squares to attempt to kill the bugs before there is any more con damage. They will need to make the first save if that is the case. Also anyone can say no, and it won't enter their space and risk damaging them.
| Medium Air Elemental |
Spinning into a whirlwind the elemental gusts forward attempting to sweep up as many creatures as possible in it's winds. With a 100' of perfect fly I think I can hit them all.
Each creature must make a DC 16 Reflex save or suffer 1d6+6 damage.

Any bugs trapped in the whirlwind travel with it. If the roof is 15' or more high Val will direct it to not create a dust cloud. If the roof is 10' high then it has no choice and everything within 5' behaves as a fog cloud (concealment at 5', total concealment at greater than 5')

Oops. Got out of order there. Redirecting Lutorinus' summons. The red eagle is easily able to take out the remaining stirge. The blue and pink eagles then attack the bigger threat, but only one talon lands for 5 damage.
