* Morgan can harpoon another enemy, preferably one either in the water ready to be reeled in or on land wounded in order to take him out?

Do you mean failed twice meaning I didn't hit nor grapple, or I failed to grapple twice?
What about when I rolled a 1 for the first grapple? Were there no repercussions?

For my move action, continue to move with the dragoons and provide moral support drawing dagger. However, if there is a clear shot at any of the smugglers or pushers without hitting my party or dragoons, fire my last scorching ray at him.

@ MorganYou are not in a threatened square, however regardless of opponent you are not going to hit. Attacks from Land: Characters swimming, floating, or treading water on the surface, or wading in water at least chest deep, have improved cover (+8 bonus to AC, +4 bonus on Reflex saves) from opponents on land. In addition, the harpoon has a 10' range increment so it would be another -4 to hit. E2 is at 15' but is combat and you do not have precise shot so there is a -4 to hit. I would forego the attack and do something else. The only way you could hit E2 is to move through his threat zone and take the AOO to make a melee attack.

@Morgan Sorry you cross posted while I was typing to Obi. He missed his disarm twice. No, the repercussions were for Obi had he missed by 10 on his disarm, not your grapple.

Hmm. Still can't see/get the map. I guess I'll move to a better vantage point rather than throw harpoon.
Just something to think about - I think improved cover assumes the person on land is not above the person in the water. To suggest a person on a deck/wharf has trouble hitting a person below them in the water seems absurd to me, and quite likely to a trained harpoonist used to throwing harpoons at creatures in the water. Sure, humans tend to be perpendicular to the water's edge, rather than laterally arrayed but still. What you think?

While I get your point and you might get an adjustment remember you are only a 1st level harpoonist. I might give you a +2 circumstance bonus as the angle is almost perpendicular. You are about 5' up to 30' out. Also, you would miss by the range increment alone due to their AC. I will put you next to Silas as they are attempting to swim that direction.

XP: The challenge rating of the encounter is somewhat reduced as you were acting in conjunction with the dragoons. Adding them up, they are only worth the equivalent of 3 of you so I figure the XP for the party to be 1688. I will give an extra 100 to Obi for trying to stay in character.
You will have a very short time to question the smugglers before they are hauled off to Fort Stormshield.
Afterwards, the party is invited to a dinner in their honor at the Kraken's Gullet the next day by Gregory Bonedeuce.

About all they will reveal is that they have a lair in a cove up the coast. "Bonegnaw will kill us faster than the dragoons if we reveal where! He will slay all of you for this."
At which point the dragoon sgt steps in, "We will see how loose their tongues are after some time with the Inquisitor!"

Beth cleans her blade carefully, listening to what the smuggler reveal about their master's lair. Then she quietly goes through the bodies and the captured Smugglers to find any dragonsmoke they still have and piling it together, she calls for Quell to cleanse it before handing it to the dragoons.

On that note the Dragoons will haul off the smugglers to the Fort. They tell you to stop by the Fort in the morning as they are sure that their commander Gregory Bonedeuce will wish to thank you personally.
At which point Garreg will step from the shadows where he was hiding.
Me thinks Obi been smoking something more potent than Dragonsmoke!
