Urashu walked into the ring with his wand in hand, though he held hit behind him to prevent it from being broken. The awkward position meant he didn't have a chance to dodge he attack from the devil.

Urashu somehow missed in his research that he devil could summon another devil. He recognizes the spell though, and he was a shoot first, ask questions later kind of fighter.
He flies into range of his pistol, drawing the small gun as he flies.
He pops into view in the area, 20 feet above and to the side of the devil, just as the silver bullet leaves the chamber.
