Alms for the poor.

The streets of Falcon’s Hollow are fairly deserted. The few
citizens out and about hurry quickly to their destinations.
Beggars and urchins lean against walls and crouch next to shipping crates and tarred barrels.
The clinking of a tin cup on the street’s cobblestones and the rustling of wind-blown notices affixed to a tavern wall rise above the silence that fills the nearly empty streets.

A creaking and the sound of wheels come closer. Two men in tattered robes pull a wagon full of brightly colored flowers, which they stop in front of Laurel's shop.

Perception DC 15:

Rash and pus filled boils show on the men's arms and face.
They are clearly sickly and infected by the plague.

A few people down the road carry some flowers, highly likely given to them by the men pulling the wagon

Unable to convince the townsfolk to return for the cure now, he advises them of the symptoms and tells them to at least consider returning to see Laurel if they have any signs of illness in the next day or two... Then he runs back to Laurel's to see if anyone else with better skills can go after them and try to convince them.

did I miss something... the flowers are the source of the plague? I just took them to mean there was contact with infected men because they had the flowers the men were selling and they were exposed is all.. did I miss something?

No, you missed nothing.
Flowers are a way of spreading the plague. On the other hand you are, for the day being, still infected and thus unaffected by any further exposure. The disease doesn't stack.

Think Sele was already planning on engaging the peddlers before more flowers get distributed; a drawing of greatsword while approaching them is probably a good sign.

Seeing Sele draw his weapon, Vassago tells the peddlers, "You best surrender; you won't like him when he's justicing." At Keera's dialogue, the ifrit moves to the side, trying to innocently look around the flowers to get into a prime position to immolate them with his fiery passion or burning hands, definitely burning hands.
