It doesn't look very threatening, but we shouldn't make any moves that could cause it to be shell shocked.
That hydra probably has a lair nearby, it seems to reason that this is its territory.
Finally the turtle arrives, it drops out of its mouth a scroll tube, which it flips toward the party with its flipper then it turns and lopes into the water.

Fascinating - a spell has been placed on this item to shrink it to a smaller size! This could have fascinating implications! If I can determine the underlying manipulation of the energy fields related to this spell, perhaps I could build an alchemical device that could induce a similar effect on an object I designate...possibly by directing a ray of said energies on the object you point the device at!

Note to self: do not allow children near device once created, they could be shrunk to an unacceptable size where their very existence would be imperiled. Also, if the polarity were reversed even a baby could be embiggened and threaten the town I'm based in with a devastating if innocent rampage.
Is the spell wizard based where I can activate it without UMD, or do I have to roll UMD still since shrink item isn't in my personal spell list/spell level range?

Why can't our casters who have it on their spell list just use it?
because it is a special item that needs UMD. In theory I am fine handwaving this item. but not having UMD at all is bound to cause problems. Something I missed in reviewing characters. So I am giving you a big hint right now, that you probably want to give UMD to someone. Swap out a trait for dangerously curious or whatever it is, drop one rank out of something else for it. what ever you need to do

It's a class skill for me (all the skills are because broken), if I level up in alchemist I get 9 skill points so I'll dump some points into it at level 10.
Arthur, toss 1 rank into it, and you will be fine for now. I am ok with taking 10 on the skill, even though the rules are not. In some circumstances. Using something like this, or some of the items that you are going to need to use that is fine.
Arthur activates the tube and it grows quite large. On the inside is a small note and a large golden bell about a 5 pound bell

I assumed the well-known desires and tendencies of a crazed wizard would contrast significantly with a Shoanti nomad. How gratifying to find out you do indeed enjoy the same things as a madman or a small child. Perhaps I will whip up some of that green goo they enjoy.
