Can mythic minor artifacts become legendary?

Rules Questions

Take a staff of eldritch sovereignty; could it become legendary? If the possessor took the appropriate path ability, of course. Would you have to take the path ability twice since it is a minor artifact? Legendary items often start out as simple magic items, but it doesn't specifically include or exclude classes of magic items so it leaves me to believe that it could become legendary.

I see all artifacts as squarely in the "DM Fiat" category, so if he let you have a minor artifact in the first place, he can make a decision about it.

You probably CAN do his, but you might be very unpleasantly surprised by what you get.

I see no reason why not. The legendary item abilities are separate, so you should be able to take it once as normal. It wouldn't lose its artifact status or anything.

Thanks for your comments. The DM is running a mythic campaign and minor artifacts are allowed with his approval. He asked me to post the question. I think he is leaning towards no as he feels it should have started out as a mundane magic item.
