It's from this book, written by Jason Bulhman. IIRC, Bulhman said on the forum that it was the only official D&D base class he designed (but I could easily be misremembering).
...and the website I just linked to misclassifies it (it was actually originally released in 2007 using 3.5 rules, and whoever uploaded it to the OBS store accidentally put it under 3.0).| Sarcasm Dragon |
