I'm an Umbral Gnome; neither a Kijimuna Gnome, nor from Tian Xia.
There are 3 Ancestry feats at 13th level. One of them I don't qualify for, because it requires either arcane or occult spells from a heritage or feat, but mine are primal.
The other two feats require Kijimuna heritage, or an innate primal spell. I have the spell, but access requires either Kijimuna heritage, or originating from Tian Xia. As I mentioned previously, I am not from Tian Xia.
Does this mean I can't take a Gnome Ancestry feat at 13th level? If it means anything this character is strictly Pathfinder Society.

Yes. Not all ancestries have a good selection of ancestry feats at each of 1st, 5th, 9th, 13th, and 17th levels. For example, many of the higher level orc ancestry feats require Orc Ferocity; if you didn't take it earlier, your options are a lot more limited (and, no, Orc Ferocity is not a "must have" for every orc or dromaar character).

Why not take Orc Ferocity if you can ?

Because it might not fit your character? Because it's mechanically underwhelming? Because there's other feats you want?

Congrats to reaching level 13 in PFS. This is no mean feat.
There is likely a boon you can get to gain access to these Uncommon feats.
Otherwise, unless you already have some ability requiring you to be from some place else, you can just say that your character was actually from Tian Xia all this time.

I think the likelihood of choosing to play an Orc or a Dromaar and wanting to avoid Orc Ferocity is pretty low.
And I do not find it underwhelming at all. Pretty much the opposite actually.

It's a 1/day ability that requires a Reaction to maybe let you survive long enough for friends to bail you out.
But most of the time I've seen it used it ended up with the PC dropping to Dying 2 instead of Dying 1 as the monster's 2nd attack hit them.
And the upgrades are mostly very bad. By the time you get Undying Ferocity, the difference between 1 HP and your level in HP is basically nonexistent, a single monster Strike or even a succesful save vs a damaging ability is going to bring you down anyway. Incredible Ferocity sounds good but if you're using Ferocity multiple times per day you're either in a particularly deadly game or your party has huge problems.
Only Rampaging Ferocity is anything to write home about and it is way too high level for what it actually does.

Because I don't stereotype my characters and, as mentioned, Orc Ferocity is not a "must have" for every orc or dromaar character.
Just because a character is an orc or dromaar doesn't mean they are melee-focused. And even if they are, they may find the pre-Remaster Orc Warmask chain a better fit than Orc Ferocity.

I see Orc Ferocity as similar to using a Hero Point to reroll a crit failed save.
Which is a very good ability.
But using it if the reroll / 2nd attack is likely to get the same result is just wasting a key resource.

I am all for going against type. But that is usually not the norm when people build their PCs.

Avoiding stereotyping is not the same thing as "going against type" (which can end up being just another form of stereotyping).
But I don't think it would be productive to hijack this thread any more to discuss that topic.

Orc ferocity on a gnome is funny. I love when someone plays a vicious gnome because you know how absolutely frightening and hilarious it would be at the same time watching a gnome tearing people up in physical combat.

Actually I have something similar at home since my 10 years old son plays a Dromaar Goblin Giant Barbarian in our Kingmaker campaign. Still low levels but he loves having his pint-sized PC one-shotting enemies with his Large Butchering Axe that is twice the PC's size.
