That works just fine for me, but half my characters are made for use by others, and not everyone's table has such freedom.

This is my assumption too. It felt like such a no-brainer for any arcane caster to have, and at least in the games I've played in the only reason every arcane caster didn't have one was because of their rarity.

It is currently also Legacy-only.

Ah, yes, that's reasonable. I'll guess we'll see what's in the Impossible magic.
But I suspect they really do not like simply giving slots anymore...
