Can a kineticist use point blank and precise shot with kinetic blast ???

I think so. A kinetic blast is treated as a weapon for purposes of gaining feats like weapon focus. I think those feats would work even if you were flinging around spells that require a ranged attack roll.

Yes. They work on any ranged attack roll, spell, weapon, or otherwise

yes - without them you suffer the normal penalties for shooting into combat, etc.
