I don't see why not to allow to use Divine Access with Pantheon. The Divine Mystery doesn't extends to Oracles but I thing the rule is valid for them too:
Worshipping Pantheons and Covenants
Pantheons and covenants are a group of related gods or other powers worshipped either individually or together. Many pantheons are associated with a specific ancestry or geopolitical region, but sometimes a pantheon consists of deities with overlapping areas of concern. Followers work to advance the shared interests of their pantheon or covenant, directing prayers to whichever god presides over their current activity or circumstance. At the GM’s discretion, champions and clerics can dedicate themselves to a pantheon or a covenant. In such cases, the characters still worship a specific patron deity (or other power) among those in the pantheon or covenant, but also follow the edicts and anathema of the pantheon or covenant as a whole. A character who worships a pantheon or covenant this way can gain the domains, alternate domains, and spells from the pantheon or covenant instead of those from their patron deity. They must uphold the ideals of both their patron deity and the pantheon or covenant, though the patron deity’s edicts and anathema take precedence. For example, a worshipper of Iomedae could worship the Godclaw, but they wouldn’t take the tyranny domain, as it would be in conflict with Iomedae’s edicts.In rare cases, a character can worship a pantheon without following a patron deity. Such cases are unique and subject to GM approval.
So I don't see why Divine Access couldn't "steal" some Pantheon cleric spells like it does to specific deities.

Yes, it is at GM's discretion. The section of rules Yuri quoted shows that pretty clearly, IMO.
If I would allow it, or if it makes sense, depends on the situation. Why is the player taking the Pantheon? Does it fit their RP and concept? Yes, I would allow it. Does it make no sense for that character and they are just doing it to gain access to specific spells? In that case, I would say no.
I like character choices to be as much narrative as mechanical. Other GMs might have different feelings and would make different decisions.

For pure game mechanics that it gives to a character, there really isn't any difference between a Deity and a Pantheon. Either will specify Edicts, Anathema, Areas of concern, An ability, A skill, A Divine Font designation, A Favored Weapon, A list of Domains, and a list of spells.
So there isn't going to be any balance problem with allowing a Pantheon as a Deity choice.
The only concerns would be narrative and character theme concerns.
