You can make your own staff using Personal Staves selecting your element trait spells to put in it.
Just go to AoE and filter the spells by air, earth, fire, metal, water or wood and make your own selection.
As Agonarchy said I just recommend to take spells that aren't too close to your impulses and focus into utility ones that doesn't needs to be heightened for lowest levels and then go craft your own staff!

I am not convinced that Kinetic Activation would let you use a staff. Not because you couldn't activate it, but because it would have no charges.
During your daily preparations, you can prepare a staff to add charges to it for free. When you do so, that staff gains a number of charges equal to the rank of your highest spell slot.
For a Kineticist, the Rank of their highest spell slot is ... well, zero I guess. Undefined would be more accurate, but since we need a number...
So when you prepare your staff during daily preparations, it gains zero charges. You could cast the cantrips from the staff, but you could get those cantrips from a Spellheart too.
Scrolls, Wands, and Spellhearts are all available though.

It (the Kinetic Activation feat) has an explicit rule about staves:
Rather than incantations and gestures, you can use your kinetic gate to directly unlock the potential of elementally empowered magic items. You can Activate magic items that require you to be able to Cast a Spell, provided you activate them to Cast a Spell with the same trait as one of your kinetic elements; for example, if you can channel fire, you could Activate a scroll of fireball. For any effects of these items that use a spell attack roll or spell DC, you can substitute your impulse attack roll or class DC.
You can also prepare a staff that has at least one spell with an appropriate trait, using half your level rounded up to determine the number of charges you add. This doesn't allow you to cast spells without the trait of one of your kinetic elements, and you don't get the extra benefits prepared and spontaneous spellcasters do.
