This has probably been asked a thousand times, but I must ask it again.
Is there any Paizo-legal item, spell, or feat that would allow, RAW, a vampire to walk in sunlight safely?
Originally I thought the answer to that question would be the Daywalker spell (https://www.aonprd.com/SpellDisplay.aspx?ItemName=Daywalker) given its name, but upon closer examination it ridiculously does not seem to cover it. I also looked at Protective Penumbra (https://www.aonprd.com/SpellDisplay.aspx?ItemName=Protective Penumbra), but RAW it does not seem to provide protection from sunlight (although that certainly seems like it should have been RAI.
Is there truly nothing? I'm reluctant to have to rely on third-party or homebrew material for my group, but if there's truly nothing I may have to.

I think the Daywalker spell would cover it. The Protective Penumbra spell does actually cite vampires as something that would benefit from the spell.
If you're running the game, it's your call whether those spells will cover it or, as you mentioned that you don't want to do, give the vamp an item.... Not a ring. Maybe a cloak.
However, I think Daywalker would cover it. Protective Penumbra, definitely.

- a mix of advice -
well, we are talking a specific Weakness for a unique creature. "Exposing any vampire to direct sunlight staggers it on the first round of exposure and destroys it utterly on the second consecutive round of exposure if it does not escape." Countering this is going to confront Game Balance (GM issue).
Spells are written for PCs and some races have light sensitivity, so they are going to address that.
"direct sunlight" in the game means a little more than environmental bright lighting conditions but it is an environmental effect (daytime{bright light} as opposed to nighttime{darkness}). So anything that blocks line of effect from the sun should do the trick but you are relying on GM sensibility. This is where you see umbrellas as an Home GM sanctioned option (personally I think it's too easy a fix and then people will argue about shields giving cover). Do mirrors with reflected sunlight work? Again, a GM decision.
The other part is practicality, as in subtlety or perception. Any spell is going to be noticeable. Attire that provides total cover is going to be seen as odd when it is out of its normal usage/context (like a burqa, cold/desert gear). The other part of this problem is the game often treats attire/worn things as attended objects and part of the creature, it gets tricky at times, so a simple GM may rule a vampire's attire is part of their person and doesn't provide any protection. Disguise skill is the wrinkle in covering up/playing "dress up".
Darkness:K2, Dancing Darkness:K1 - simple & effective, easy to notice.
Protective Penumbra:K2 - works, but is noticeable. A GM has to intuit that "ignore penalties" means no staggering on the first round thus no destruction on the second round. A point for pedantic readers as it is not explicit. Again, RAW is a Work of Art (with flaws and contradictions) and NOT a technical manual or science text.
Daywalker:N5 - should work as it is a pervasive "physical change" to the creature and covers light sensitivity and (more importantly) sunlight powerlessness (implying it blocks sunlight), hard to notice (Disguise/Perception check), heck it's 5th level. Note that a creature's normal touch damage/drains are also blocked/stopped. Disguise comes into play, so I'd think of this as a magical fleshy disguise through/over the actual creature.
Wall of Stone:C5 works, easy to notice, not portable unless a 10-60lb umbrella. Back in the tent-o-sphere blocking Line of Sight or Total Cover. Web Shelter:C2, Campfire Wall:K3 and Tiny Hut:K3 are in this group. Whether the mist spells like Obscuring Mist:C1 work is questionable as they don't affect environmental lighting.
lastly, there's no such thing as RAI. Multiple editions, writers, and editors have created RAW as it is. So sure there's intent but it is impossible to divine. You just have to go on common usage and as a GM what is sensible based on RAW.
If you need advice or a basic reviewed ruleset, I'd consult the PFS documentation. It has a lot of sensible decisions that worked for thousands of players.

Time-bewitching incense, of course! Did Paizo have that when they did the Vampire Hunter D special?
Zura's third sentinel boon does replace regular sun weakness with being staggered.
