I'm afraid your question isn't clear (non-native english speaker?):

You never get to 'pick' an anathema, as you automatically get all of them when you draw power from that deity.

The Tax Collector background doesn't seem to clash with Abadar's anathema in any way: Collecting lawfully determined taxes doesn't fall under "engage in banditry or piracy, steal, undermine a law-abiding court" at all, regardless of what the upset tax payer may claim...

I'm suspecting the post-Remaster character build step of creating your own Edicts and Anathema to better describe your character. But those probably don't have any game mechanics to them other than what the player themselves decides for the character. But since the Remaster rules haven't been fully shown yet, it is hard to tell.

So I am not sure what help I can give for proposing an Anathema for this character.

For a cleric, I'd just go with Diety Anathema, since they're going to apply to you anyway.

As a cleric, I'd never just go with Deity Anathema, since they're going to apply to you anyway. It's just throwing away a beautiful opportunity to add depth to your character.

Now, having your personal edicts and anathema be closely in alignment with those of your deity is fine and good and mostly just suggests that you're well-adjusted, but even then it highlights aspects of your deity's teachings that you personally particularly care about.

As for suggestions? Here's some ideas.
- Never take more than is owed.
- Never take less than is owed.
- Never lie or dissemble in matters of money.
- Never try to keep for myself what is rightfully owed to the State.

I go with Sanityfaerie here

more personal anathema that go well with the abadar church theme are very fitting, somehow the character must have gone to the church in the first place and those believes, while probably at least losely based on the churches code of conduct, developed individually

I didn't speak clearly, and your point is totally correct. I meant to say as a baseline, or if I had no other ideas, which would be unlikely.
