I would say ask your DM, since in my opinion both sides are viable.
Ghost Rider has the following ability:
At 1st level, a ghost rider gains the ability to manifest a special mount of conjured ectoplasm rather than one of flesh and bone. This spectral companion functions like a spiritualist’s phantom companion, using the ghost rider’s cavalier level as her effective spiritualist level. The phantom takes the form of a ghostly creature analogous to one of a cavalier’s normal mount options for her size and class level, such as a Large horse for a Medium ghost rider or a wolf for a Small ghost rider.

You don't have a horse but a mount of conjured ectoplasma.
=> NO to Order of the Saddle
It can take the form of a ghostly horse.
=> kinda YES to Order of the Saddle
Thematically the Order of the Saddle is all about living in harmony with your mount, animals and living things in general. If a phantom-horse of ectoplasmatic goo fits that theme is up to you and your DM.

"The phantom takes the form of a ghostly creature analogous to one of a cavalier’s normal mount options for her size and class level" don't give you a horse. The Order of the Saddle isn't a valid choice for a Ghost rider.

With respect, I'd argue that this is another one of those instances where reducing an answer to RAW isn't just not helpful, but probably isn't even what the developers would focus on. I know, I know, it's the Rules Questions forum, and RAW is king.

Phantoms are ultimately ectoplasmic creatures that reflect what they were in their past life. The Ghost Rider's special mount is a dead horse brought back to the material plane as a phantom. Is it a horse in terms of game mechanics? No. Nonetheless, I'd humble offer that the designers would would probably be far less worried about whether it counts as a horse, or whether a Ghost Rider being part of the Order of the Saddle breaks the game mechanically, than whether this combination follows the spirit and themes of the archetype and order in question.
That is to say, does a conflicted, stoic warrior who "uses the powers of the phantasmal dead ... while seeking out and banishing the corruption of undeath from plagued communities," from which he is an outsider, strike you as someone who would pledge himself "to the pursuit of perfect partnership between himself and [a dead mount that he has manifested into a phantom existence]"? Does the Ghost Rider's supernatural bond with his phantom mount reflect the Order of the Saddle's belief that "the balance found when such a partnership is achieved contains the seeds of a better self, a better relationship with one’s community, and a better sense of how to keep the world itself healthy"?
If none of those things strike you as particularly specific or thematically binding, ask your GM if you can combine the two.

if you don't want to know the rules then don't ask in the rules forum, just ask for DM to allow it, simple.

When someone asks in the rule forum, I suppose he wants the rule answer first, then the opinions on RAI if there are doubts with RAW.
"Rule of cool", at least from my point of view, is the last thing that will interest most people, as what is cool is very variable, something that a player or a group can feel is cool and nice can be very annoying for other people and vice versa.

this is one of those things that is cleary 'NO' in RAW but your home game GM could allow it based on thematics, your home campaign, and some tweaking. I'd have to check it for Game Balance before commenting further.
