Familiars don't have ability scores at all in PF2.
Seconded.
familiar modifiers list values to use for saving throws, AC, Perception, other skills, and even attack rolls despite the fact that they can't use Strike actions.
It also deliberately says that familiars don't have ability modifiers.
Which does make calculating their bulk limit rather challenging.

Yup, familiar stat blocks are one of the worst parts of pf2.
they make literaly no sense:
take as an example intelligence:
they are not mindless (which would have been -5)
they are not animal intelligence (which would have been -4)
but they are also not human-like (which would have been +0)
they are simply "undefined" which makes it a chore to calculate anything with them.
as an example, you can have them having powers to carry things, without knowing how much they can carry, you can have them speak, but you don't know how intelligent they speak, and etc
I hope pf2r fixes that.
at least in my games i treat them as "+0 to all" since that's the closest i can find to "neither positive nor negative modifiers"

I instead hope that we are given guidance on how to set reasonable values.
Because some people may want their familiar to be more mindless than other people do. And other such things.

which is what i mean by "fixes that".
give them stat blocks and ways to tinker with those instead of having a blank "undefined" which just makes things harder for either camp.
