I generally use a DC for the PC's level, modified up or down for difficulty or rarity. If the PC is using a relevant Lore skill I lower the DC by at least two more.

If it's for a monster, a DC based on the monster's level, probably modified for an Easy DC (-2), or Very Easy (-5) if the lore is about that monster specifically.
For general topics, you can use the usual guidelines of Untrained/Trained/Expert etc. and again probably modify with -2 or -5 depending on how specific the Lore is to that topic.

AoN and Foundry modules have the RK DCs already calculated.
But as Sibelius Eos Owm said it's basically monster level DC -2 for Unspecific Lore and monster level DC -5 for Specific Lore.

Specific [vampire lore] vs non-specific [undead lore] for a vampire for example.

Recall Knowledge (RK) has many uses.
During exploration the GM can ask RK to reveal things about almost every topic and almost every char could try to teste if it know about it testing a related skill/lore.
As player you can usually "ask" a RK about anything to get more info and help your adventure progression.
During encounters you can RK about your opponents to discover more info, weak-points, resistances, patterns of attack or behavior to help you in battle or even outside battle.
Many classes/feats can extend or easier RK checks to give you more useful information.
The amount of information and usefulness you can get still depends from the available information about the adventure, topic and due how you GM can give to you. But usually is useful to help you to do the best decision in most part of the game.
