Does the damage bonus from Raging Thrower require you to be raging? It doesn’t seem to specifically state as such and lacks the Rage trait.
Is it possible it was left open so that barbarians with the Animal instinct could use it without violating their anathema?

There are actually a few different Feats that have this very same problem such as Acute Scent, Brutal Bully, and Fast Movement that are described as only working during a Rage but for some reason lack the Rage Trait... almost as if the team considers the inclusion of EITHER that kind of clarifying text OR the Rage Trait to be suitable enough.

I find it logical for Raging Thrower not to have the rage trait, as it's not something you use, but something you passively have.
Plus, as Claxon said, bonus damage from Rage only applies while raging. The feat only expands the list of weapons to which the Rage bonus damage applies.
Adrenaline Rush both has the Rage trait and also specifies that you only have the effects while raging.

I really really think they undercooked the whole Trait system. It could have been woven into everything from top to bottom and tied the most important mechanical interactions between every part of the system together but it's like it was half-baked, they use it sometimes and it is really helpful, others it only interacts with Traits that are themselves essentially flavor text only, and then other times it is like they forgot it exists completely,

If it has the Rage trait you can take that action as part of raging with Might Rage. That's why it is only attached to "actions" instead of passive abilities.
Not quite true. They did add the Rage trait to passive Rage feats in the APG, like Adrealine Rush or Supernatural Senses.
They probably realized that they should give this trait to all feas that only work in Rage, not just the acive ones.
