Since before I can remember I have always wanted to get Sneak Attack to work out of Obscuring Mist. What I didn't know was how peculiar I was about how it worked, and how long it would take.

How does it work?
It get Obscuring Mist (once per day) as a SLA from being a Mist Soul Undine. The Undine has Mostly Human to pick Racial Heritage: Gnome, which grabs Recharge Innate Magic to allow Obscuring Mist to work essentially all day.
SLA is better than a wand in this instance because of Quickened SLA feat at level 11.
Obscuring Mist cannot be seen into but can be seen out of thanks to the Watersight Waves Revelation.
It looks painfully slow to get going but once it does around level 11 it promptly takes off

If it's for an NPC who doesn't have to exist at levels 1-10 inclusive, fine. If for a PC the poor ability with a bow until level 7 is probably a dealbreaker.
Recharge innate magic + quicken SLA is nice - but you can get a wand-capable familiar via 2-3 feats much earlier, or a tidepool dragon can outright cast obscuring mist 7/day for a 3 feat investment, or with a single level dip you can get a monkey who can use a stagnant fog sack, or you can dip into eldritch archer magus for 1 level to cast obscuring mist via ranged spell combat. 11 levels is too much.

Yeah the slow start would be pretty boring to play.

All very good suggestions. I just don't like playing like that, I have never had much luck with wands or familiars.
It is funny you mention multiclassing because a better version of this (a more PC friendly version is a Zen Archer multiclass). The bonus feats fix everything, and as Sanctified Slayer basically takes away the Inquisitors capstone, it really doesn't lose too much

A "Smoke Resistant" Kobold Eldritch Scoundrel UnRogue can pull it off pretty easily, me-thinks. Although, it is a competely different feel compared to the Undine Inquisitor you posted.
The Smoke Resistant racial trait available to Kobolds allows you to see through non-magical smoke... You can use Equipment Trick (Smokestick) to great effect, so you aren't even relying on magic all the time.
Obscuring Mist is a 1st level spell on the list you pull spells from, and you get Sneak Attack at level 3. Can even start with a 1/day Silent Spell ability as a Kobold, if that might help.

How does it work
Same concept as the previous version, this is just a lot more "play from level 1" friendly, and arguably more powerful. 4/16 class level split balances the BAB; an unfortunate side effect of which is losing 6th level spells. Magical Knack goes a long way to keeping your buffs going though.
I'm not sure how well the The 4th level Qinggong Monk Ki Power and the Ki Pool Rogue Talent would work.
I could (probably should do) easily drop the Ki Pool Talent to bring up a combat feat earlier

Inquisitor 16 does get 6th level spells should you somehow get to L20. 1/4/7/10/13/16 for 1st-6th level spells; character levels 4/7/10/13/17/20 here. At likely levels this would be an inquisitor turned into a 4 level caster.
Barkskin at 14th level w/caster level 4 is likely inferior to your amulet of natural armor. Burst of adrenaline or feather step is probably more useful.

That is a good point. My second choice/thought was Feather Fall or Ki Stand.

have you considered a goz mask and saltspray ring combination?
That is another option often spouted about. Personally it just does not do it for me. I like having the option of setting it up faster than a standard (Currently if I start combat in the perfect position I can; Study, Mist, and Bane in 1 turn).
On top of that I have a pet peeve about building a character around items.
Another option (That falls prey to the first reason) is the Volcano Mystery and Ash Cloud; that saves on feats and works with any race (Even though I think an Undine with the Waves Mystery is BADASS thematic)
