A player in an upcoming game wants to play a Dushwalker and they are unknown Racial Points. How would you GMs point the race out? I do not want to OP races and I feel. in looking at the race, it might be to OP.

Race points are unreliable at best, actively misleading at worst. Not including them is a good thing.
Looking at the duskwalker; unremarkable ability mods, medium, darkvision 60', +2 to a couple of secondary skills, +2 on a rare-ish kind of save, and their weapons are ghost touch. Even in an undead-focused campaign I don't see how that'd be imbalanced compared to say an elf. If it's something in the alternate racial traits or the racial FCBs I recommend changing those if it's an issue.

I don't see anything in the Duskwalker that would lead me to believe it's a problem.
Looks like they're a race stated up in the Planar Adventures Handbook from Paizo, one of the last PF1 books. I don't see any reason off hand to bar the race from use.
I think unknown point race is actually just bad categorization from d20pfsrd.

Duskwalker has the problem in that their type isn't described. The fluff text implies undead, outsider and humanoid. Likely, just go with Humanoid since that causes the least amount of problems. Ok, problem. Archives of Nethys does have Duskwalkers them as Outsider(native). This is why I should always remember to check AoN before posting.
3 RP: Outsider(Native)
0 RP: Medium, Normal Speed, Standard Ability Sores
2* RP: Linguist plus. They can count 3 normally restricted languages as their racial language, so I am counting that as 2 RP instead of 1 for Linguist.
2/ea RP: Skill Bonus, twice. So 4 RP.
0 RP: Darkvision 60' (normally 2, but actually free since its an Outsider)
2* RP: Ghost Hunter: Similar to Shadowhunter for Half Orc, but with an active effect instead of bonus vs negative levels. Shadowhunter replaces weapon familiarity which is a 1 RP cost. I'd probably put it at 2 RP though since both of its effects
5* RP: Ward against Corruption: thematically similar to Deathless Spirit(3RP), but also grants immunity to becoming undead. So I'm saying 5 RP.
So it looks like I'd say about 16 RP, which is just a touch stronger than Aasimar.
There might be more applicable race traits, but that is what I came up with.

This does not look overpowered in the least. Their ability score modifiers are not anything special. They are similar to those of an elf, except more geared towards divine magic instead of arcane. The penalty to CON is probably worse for a divine caster because they are often expected to be in combat more often. Darkvision and a +2 bonus to specific skills are also pretty common. Ghost hunter seems to be pretty good, but it is not really. Most characters get magic weapons as soon as possible so your weapon counting as magic is not that useful. Being able to deal critical hits and precision damage vs incorporeal creatures is decent, as is the ability to treat their weapons as ghost touch for 1 minute. Ward against Corruption is basically a +2 bonus to a limited number of saving throw. Being unable to be turned into an undead is not really that big of a deal because in order for this to happen you have to already be dead.
Most of the favored class abilities are the same as other races. The only one that stands out is the Fighters. Adding 2 points per level to you CON score to determine when you die from negative HP makes it seem as if it tough to put down a high level fighter. But because of their penalty to CON they have 1 less HP per level than most other races. Anyone can take an extra HP as a favored class bonus unless they are taking an alternative FCB. So in the end the fighter taking the Duskwalker FCB actually dies after taking the same amount of damage a character of another race. The duskwalker would still be better off taking the extra HP. The extra HP will allow you to fight longer because you don’t go unconscious as fast. Also some spells look at your total HP and those extra HP could make the difference in this case.
Overall I would rate a Duskwalker as weaker than most races.
